1. Planning Board and Zoning Commission Training: Procedures, Duties and Responsibilities.
Wendy Thomas begins introduction to the training to take place this evening.
Wendy Thomas begins training.
06:24:44 PM (00:13:17) Greg Sullivan begins second portion of training session. Discussing ethics,
appearance of fairness, etc.
06:30:32 PM (00:19:05) Wendy Thomas begins discussion on scheduling – informing board members to
always assume that they will be meeting and that they must be present to vote. In addition she
discusses that e-mailing between all board members counts as a “meeting”.
06:35:07 PM (00:23:40) Greg Sullivan begins additional training giving case examples.
Wendy Thomas discusses the board tabling discussions.
06:49:49 PM (00:38:22) Karen Stanbaugh begins additional training.
07:02:15 PM (00:50:48) Wendy Thomas begins education on zoning. And informs the board that the
development code is always changing.
07:03:05 PM (00:51:38) Greg Sullivan begins training on appearance of fairness with regards to
procedure and that the decisions are made based on information being provided, not relationships,
preconceived notions, etc.
07:06:09 PM (00:54:42) Discussion about what to do with regards to e-mail communication. Noted that
all e-mails are public record.
07:07:58 PM (00:56:31) Discussion about findings for projects and using findings to make a decision.
07:23:23 PM (01:11:56) Discussion about ex parte communication. Mr. Happel questions if he has
questions about a project, if the legal department would prefer those communications take place by
phone or e-mail. Greg Sullivan responds that it doesn’t matter how they communicate with staff, but if it
is information that is not part of the staff report, that it should be shared with the rest of the board by
the staff. The best thing to do would be to give the planner a heads up about the questions and ask
them during the board meeting.
Discussion continues regarding how to share information with the board that you receive from staff.
07:26:30 PM (01:15:03) Mr. Happel questions if he can contact the applicant about materials. It is
advised to not contact the applicant. To contact staff and staff can reach out to the applicant for
clarification.
Discussion continues regarding appropriate times to present questions to various parties and
appropriate time needed to review materials.
