HomeMy WebLinkAbout1974-02-06 64 BozGman, Montana 6 February 1974 The Commission of the City of Bozeman met in regular session in the Commission Room, Munici- pal Buildi.ng, 6 February 1971~, at 1:15 o'clock p.m. Present were Mayor Sedivy, Commi.ssioner Vollmer, Commissioner Vandeventer, Commissioner Taylor, City Manager Fryslie, Ass't City Manager Keyes, City Attorney Berg and the Clerk. Commissioner Vandeventer opened the mee ting wi th a praya' and the following proceedings were had. Minutes of the regular meeting held on Wednesday, 30 January 1974 were approved as read. I Authorize Absence of Commissioner Lehrkind Upon recommendation of the City Manager, it was moved by Commissioner Vollmer, seconded by Comm- issioner Vandeventer, that the absence of Commissioner Lehrkind be authorized in compliance with Sec- tion 11-3245, R.C.M., 1947 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Vandeventer, Commissioner Taylor and Mayor Sedivy; those voting No, none. ) Parking Heters - Downtown Businessmen = Petition A petition signed by Businessmen from the downtown area opposing the installation of ten cent per hour parking meters was presented. Seveual businessmen from the downtown area were also present to discuss the parking meter situation and to try to come up with a solution to implement the parking meters. Following a thorough discussion, the Commission concurred with the recommendation of the City Manager and it was moved by Commissioner Vandeventer, seconded by Commissioner Taylor, that the staff be directed to revise the plan and keep the meters at the present rate for at least one year. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Taylor, Commissioner Vollmer and Mayor Sedivy; those voting No, none. Boge~J:..J?.wimmi!!,g Poo~ Renovation plans - Authority to Call for Bids, Open 6 March 1974 Plans and specifications for the purpose of completely renovating the existing pool which pro- ject will consist of demolition of the bathhouse, construction of the new pool, equipment room and change house, pool structure and decking and the installation of new mechanical equipment together with the design and engineering of the project was placed before the Commi.ssion. I The City Manager concurred with the City Engineer and recommended that the plans and specific- ations as presented be approved and that a "Call for Bids" for the renovation of thv Swimming Pool with an opening date of 6 March 1974 be authorized. It was also noted that verbal notice of app- roval of a $106,000.00 Bureau of Outdoor Recreation Grant for this project has been received. It was moved by Commissioner Taylor, seconded by Commissioner Vollmer, that they concur in the recomm- endation of the City Manager and the Clerk of the Commission be authorized and directed to publish a "Call for Bids" wdcth an opening date of 6 March 1974 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Vollmer, Commissioner Vandeventer, and Mayor Sedivy; those voting No, none. Request for Zone Code Amendment - Hilliam Reier, Inc 1ude Rad io Station A-S Zone A letter received from Thomas D. Gai of Olson and Gai on behalf of Mr. William Reier of Billings, Montana, ~lho is desirous of establishing a standard broadcast AM Radio Station in the Bozeman area on a 26 acre parcel of land located southwest of Bozeman and owned by Einar and Regina Lindvig, request- ing a Zone Code Amendment to include 'operation of a radio station' to the A~S Zoning was presented. Mr. Reier was also present to discuss the proposed zone code amendment. Following a discussion, it was moved by Commissioner Vollmer, seconded by Commissioner Vandeventer, that the request for the Zone Code Amendment be referred to the City Zoning Commission and the City-County Planning Board for review and recommendation. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Uommissioner Vandeventer, Commissioner Taylor and Mayor Sedivy; those voting No, none. Co~ract l?r Engineering Services - Waste Water Treatment plant I A Contract Agreement for engineering services by and between the City of Bozeman and Thomas, Dean & Hoskins, Inc. , for the preparation of an operation and maintenance manual for the Bozeman Waste Water Treatment facilities in accordance with the suggested guide of the Federal Water Quality Admi.nistration dated 10 June 1970 was presented. Mr. Thomas of Thomas, Dean and Hoskins was present to discuss the contract and answer any questions that migh t arise. It was moved by Commissioner Vandeventer, seconded by Commissioner Taylor, that the contract for the engineering services with Thomas, Dean and Hoskins, Inc., of Great Falls, be entered into and the Mayor and Clerk of the Commission be authorized and instructed to sign for the City and 65 the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Van- deventer, Commissioner Taylor, Commissioner Vollmer and Mayor Sedivy; those voting No, none. Authoritytn purchase Hater Meter Cleaning Equipment - $1,295.00 The Water department has a need for Water Meter Cleaining Equipment in the estimated amount of $1,205.00. Following recommendation by the City Manager, that the purchase of a Zero Dry-Blast Meter Cleaner 1FBNP-50-2 be authorized as an item of the 1973-1974 budget, it was moved by Commissioner I Taylor, seconded by Commissioner Vollmer, that the above purchase be approved in the estimated amount of $1,205.00 and the motion was carried by the following Aye and No vote: those v~ting Aye being Commissioner Taylor, Commissioner Vollmer, Commissioner Vandeventer and Mayor Sedivy; those vo ting No, none. Author~_ty to Pur.s.~se Tree Trimming Lift Bucket - $3,995.00 The Park department has need for a Tree Trimming Lift Bucket in the estimated amount of $3,995.00. Concurring with the recommendation of the City Manager, it was moved by Commissioner Vollmer, seconded by Commissioner Vandeventer, that the purchase of a Dur-A-Lift Bucket in the amount of $3,995.00 be authorized as an item of the 1973-1974 Budget and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Vandeventer, Commissioner Taylor, and Mayor Sedivy; those voting No, none. .. . Rene~val of Dog Kennel License - Alfred Devoe, 506 No. Rouse An application received from Alfred Devoe, 506 North Rouse, requesting a kennel license in accordance with Ordinance No. 857, Section 5.16.040 of the Bozeman Municipal Code, together with the required fee was presented. The City Manager and the Chief of Police stated they were not aware of any reason to deny the above kennel license and it was moved by Commissioner Vandeventer, seconded by Commissioner Taylor, that the above application be approved and the Director of Finance be instru- cted to issue a license to Alfred Devoe in accordance therewith. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Taylor. Commissioner Vollmer and Mayor Sedivy; those voting No, none. Reports I The following reports were presented. Building Inspector Fire Chief The City Manager commented on the reports and recommended approval thereof. It was moved by Commissioner Taylor, seconded by Commissioner Vollmer. that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Vollmer, Commissioner Vandeventer and Mawor Sedivy; those voting No, none. Proclamation - "National Crime Prevention Week" 11-17 February "National Vocational Education Week"10-16 February "American Heart Fund Month" February Mayor Sedivy proclaimed the week of 11-17 February as "National Crime Prevention Week" in concurrence with the Exchange of Clubs throughout the nations and urged all citizens of the community to join in protecting them selves and their property by following the Exchange Club's Crime protect- ion Slogan. It was moved by Commissioner Vollmer, seconded by Commissioner Vandeventer, that they concur in the Mayors proclamation and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Vandeventer, Commissioner Taylor and Mayor Sedivy; those voting No, none. In accordance with the Hea~ Association, Mayor Sedivy proclaimed the month of February as "Amer- ican Heart Month" and 25 February to be "Heart Sunday". It was moved by Commissioner Vandeventer. seconded by Commissioner Taylor, that the Mayor's proclamati.on be endorsed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Taylor. Commissioner Vollmer, and Mayor Sedivy; those voting No, none. I Mayor Sedivy proclaimed the week of 10-16 February 1974 as National Vocational Education Week and urged the Citizens of Bozeman to visit the Bozeman Vo-Tech Center or contact the Director nor information on vocational education. It was moved by Commissioner Taylor, seconded by Commissioner Vollmer, that they endorse the Mayors proclamation and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Vollmer, Commissioner Vande- venter and Mayor Sedivy; those voting No, none. Claims Claim No's. 17291 through l7lf79 and 06876 through 07024 inclusive were presented.
