DRAFT MEETING MINUTES
Thursday, Sep. 8, 2016

Reviewed Aug. minutes. Kirk moved to accept. Ginny seconded. Motion passed unani-
mously.
4:33 Matt Caires, Marci Torres (MSU Dean of Students’ Office)
Handouts. Record freshman class again this year – 10% higher than previous record.
Around 3,400 students. Estimating 16,200 students this year.
Opened new residence hall this year. About 6,000 students live on campus. Residence
halls are full to capacity. Meetings last week with all students living in residence halls.
Alcohol.edu online class. Many incoming students (1500+) have completed this class.
About 25% have not consumed alcohol before coming to MSU. Last year, there were 850
student alcohol violations. About 800 students went through Marcy’s program last year.
Started holding students accountable for student DUIs on campus last year.
39 of 400 people cited last year for DUI were students.
About 1 in 8 tickets in Bozeman involve MSU students.
Working on Town and Gown program to help students become good neighbors. Can use
help from neighbors to work with students.
Working with fraternities and sororities, particularly on alcohol issues. Mr. Caires sug-
gested that neighborhood association might write a letter to University President suggest-
ing that some lots could be made available to Sigma Chi to move their house to Universi-
ty property (on Greek Way). Paul Boylan is leader of Sigma Chi house corporation. They
are considering renovating the current property.
Also hoping SAE might move to Greek Way. Dick Stefani is local alumnus leader.
Marci Torres – Dean of Students Office just hired graduate student to coordinate late
night programs. A long-term goal is to provide mini-grants for programs. Awards will be
made to programs that are open to student body and substance free.
Police are now referring to Dean of Students when they write tickets to students. This
seems to have a noticeable impact with students.
Community also has a coalition looking at alcohol issues, and University is a part of that
coalition.
This coming Saturday is a day of service. Slots for 400 students.

Working on update to City’s Design Objectives Plan. Related to work on Strategic Plan
updates. Design Objective Plan was last updated in 2005.
Group has met with Commission members, Mayor, Design Review Board (second meet-
ing with DRB next week). Outreach at Sweet Pea Festival, Farmers’ Market. A lot of
feedback about open space, and particularly open space that has “things to do” – art in-
stallations, water fountains, etc., with multi-modal transportation opportunities (bike and
walking paths).
Question – what aspects of site design and building design do people think are working?
What elements could be done better?
Discussion about entry corridors – alternatives to Huffine from the west. Is there consid-
eration to some of the secondary paths (Oak, Durston)? Will continue with current dis-
tricts (entryway corridors), but trying to expand some of those into the UDC update as
well.
Question about limits on height of new structures. Current code does specify height lim-
its. Design guidelines suggest ways to fit within those limits in interesting ways.
New Design Objectives Plan will probably be adopted in January. It is intended for en-
tryway corridors.
Does the plan have consideration for function and safety beyond aesthetics? There are re-
quirements and standards that do apply to some of those aspects.
Are there elements of the plan to encourage alternative transportation? That is a signifi-
cant focus of the consulting group that is helping with the plan.
Suggestion that signage might help to define areas and help acknowledge the character of
the areas.
5:45 FYI and Updates
Evan Barrientos – Natural Resources Educator for MSU Extension – Gallatin County.
Discussed a citizen science volunteer initiative to study county wetlands.
Wetlands are important landscape feature – flood control, improve waterways, wildlife
habitat, etc.
Wetland Environment Teams – volunteer project to study health of wetlands. Produce a
catalog of wetlands and their current status. Provide opportunities for citizens to connect
with the local environment, become familiar with issues.
Volunteers work with staff members – usually 1-3 hours in the field. Training in advance
of fieldwork. 25 people volunteered this summer. Another opportunity – Evan is availa-
ble this fall to lead tours.
Jessica will share Evan’s email address with the group.
There is a map available online – Jessica will include that information.
No police update or Mayor’s update.
Non-emergency police calls can go to 582-2000 rather than 911.
Review of FY2016 goals and objectives – suggested to do that at next month’s meeting,
when there will be more time. (No special presentations next meeting.) Executive com-
mittee can meet in advance
Neighborhood association updates: UNA – Good Neighbor Committee met yesterday
(Felix is the INC rep). Door hangers designed. Walk This Way program in progress. Off
Campus Living Class – online class. Parent webinar also scheduled Feb. 28 at 6:00 PM.
Party registration site being constructed (planners of party can register, provide contact
information). UNA meeting Oct. 18 (in preliminary planning stages).
MarLin meeting probably in Oct. as well. Successful meeting with Heebs developer – all
concerns addressed.
Cooper Park – trying to organize a party. Trying to find a little more central location.
VUNA – Sept. 27 neighborhood party in Valley Unit Park.
BPNA – annual meeting next Wed. at Longfellow School. Parking study Olive-Black-
Story-Wallace area. 6 teams. Presented results to parking commission. Quiet week before
school started again. Avg. 30-55% utilization.
SCAN – traffic count strips in place on Olive today.
SENA – very preliminary plans for annual meeting.
NHVN - nothing of note.
BCNA – Ice Cream Social on Sept. 18 at Christy Field.
Flanders Creek meeting on Sept. 20.

City hiring new Community Development Director. Meet & greet for candidates next
Tuesday 5:30-7:30 at Story Mansion.
Fall Sustainability Program starting in Oct. (maybe Oct. 6)
New Parks & Rec fall guide available.
Streamline 10 years old. Has new route guide available.
New logo ready for Bozeman Neighborhoods program.
