Resolution 4737 - N. 27th Project Change Order Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Bob Murray, Project Engineer Rick Hixson, City Engineer SUBJECT: Resolution 4737 authorizing Change Order No. 1 with Knife River Belgrade to the North 27th Avenue Expansion Project. MEETING DATE: October 17, 2016 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve Resolution 4737 authorizing Change Order No. 1 to the North 27th Avenue Expansion Project. BACKGROUND: Attached is a copy of resolution 4737 and change order number 1 for the above referenced project. Bids for the project were received on September 14, 2016. One bid was received which was $67,532.50 over the engineers estimate. After review of the bid, the majority of the difference was in 4 bid items – Traffic Control, Street Lighting, Pavement Marking, and Curb Painting. All of these items were being completed by one subcontractor who is very busy right now. We feel that we can get a better price on those items next summer when there will be several other similar projects going in this same area. Of the 4 items, a portion of two of them can be removed entirely and completed next year. Those are the curb paint and street light items. A portion of the other two items do need to be completed with the project this year. As with all projects, there will be some traffic control required. It will be reduced since they will not be working in the active driving lanes as much with the deferment of the installation of the pavement markings. The existing double yellow centerline striping will also need to be obliterated on the west lane since it will no longer convey two way traffic. This was included in the pavement marking item in the original bid. In order to move forward with the project, the contractor has agreed to eliminate the Street Lighting and Curb Painting items, reduce the Pavement Marking item to only include removal of the double yellow, and reduce the Traffic Control item. The Traffic Control item will also be changed to a number of different unit priced items. It is anticipated that making that change will result in additional savings on the project. In all, these changes will result in a decrease in the contract amount of $135,300.00. There is no additional contract time being requested with this change. The final recommended change in cost and time for these items is reasonable and commensurate with the work involved. UNRESOLVED ISSUES: None 42 ALTERNATIVES: As suggested by the City Commission. FISCAL EFFECTS: Overall this change order decreases the contract amount by $135,300.00 from $495,376.00 to $360,076.00. WHEREAS, the City Commission did, on the 17th day of October 2016, ratify award of the bid for the City of Bozeman North 27th Avenue Expansion project, to Knife River Belgrade, Bozeman, Montana; and WHEREAS, Section 7-5-4308, Montana Code Annotated, provides that any such alterations or modifications of the specifications and/or plans of the contract be made by resolution; and WHEREAS, it has become necessary in the prosecution of the work to make alterations or modifications to the specifications and/or plans of the contract.
