Every successful comprehensive parking study begins with the collection of quality data. Kimley- Horn has assembled a uniquely qualified and enthusiastic team to consult with you and the other downtown stakeholders to efficiently and effectively collect accurate parking data, which will be used to assess the future direction of the public parking system in Bozeman. Our proposal identifies the Kimley-Horn team and summarizes how our broad base of experience and industry-leading professionals will benefit Bozeman on this important contract. i -We have developed a number of innovative methods for conducting and analyzing parking inventories, including the use of ArcGIS and spatial planning tools to conduct more dynamic parking analyses. We have conducted and completed these types of inventories in nearly 40 cities and universities throughout the U.S. in the past five years. - Over the past several years, we have refined our data collection methodology to reduce staff requirements in the field even as we improved the accuracy and efficiency of post-processing back in the office. We use Global Positioning System (GPS)-enabled units to inventory assets and mobile-mounted license plate recognition (LPR) cameras to collect utilization and duration data. In addition to effective data collection, our team brings unique and innovative solutions that help answer critical questions and move the parking system forward. As your Project Manager, I, Dennis Burns, served on the Board of Directors of the International Downtown Association and offer significant expertise in downtown management, retail revitalization, and urban design/placemaking. Our team understands the critical role parking can play in achieving success in these interrelated areas. We have developed several specific strategies and approaches geared toward smaller communities that ensure success by engaging community stakeholders and providing enhanced results. CITY OF FORT COLLINS PARKING STRATEGIC PLAN Project Manager Dennis Burns was part of a team selected to create a comprehensive Parking Master Plan as part of a larger Downtown Strategic Plan in 2004. The Master Plan provided a long-term vision for the City, creating parking management strategies that will provide a stable parking environment focused on customer service and convenience. In 2011, Kimley-Horn was engaged to update the Downtown Parking Plan. The plan addressed current and projected parking adequacies, strategies to deal with potential parking deficits, and parking resources to enhance the attractiveness of downtown Fort Collins for visitors as well as new businesses. Action items were prioritized and approved recommendations were enacted when financial resources were available. We are also = providing a full evaluation of possible parking management strategies the City could implement within the downtown district to help support the community's larger economic development and growth goals. The study includes a robust community engagement process with town hall meetings, presentations to downtown stakeholders, coordination with City and County staff leading other community development projects as well as an online survey. The goal of the study is to develop a parking management philosophy that promotes the use of all modes—car, bicycle, public transit—while also supporting a walkable, pedestrian-focused downtown core.
