The parking inventory will initially be established as thoroughly as possible through an analysis of satellite images. The parking inventory will then be verified in the field. Initial and field counts will be incorporated into a final inventory template and maps. The next step in the process is to develop route maps to most efficiently count the number of vehicles parked on street and in off-street facilities. Parking occupancy counts will be t•8; conducted on an hourly basis over a minimum 10-hour period on a "typical'weekday = and weekend day to be determined in collaboration with the City.Parking occupancy will be calculated by block, for subareas determined in conjunction with City staff, and for the study area overall.Parking will be considered to be"effectively"full at an occupancy level of 85%or more. In addition, license plate numbers will be recorded each hour for vehicles parking in an unspecified number of time-restricted spaces to determine turnover, length of stay, and parking violations.The observed number of parking violations will be compared to the number of citations issued by parking enforcement officers on the survey days.The data collected will be tabulated and analyzed to establish existing parking conditions and estimate the number/percentage of downtown employees parking in time-restricted spaces meant to be used by downtown customers and visitors. Vehicles that move to evade enforcement will also be tracked and if the length of stay is five hours or more will be assumed to be employees. It is anticipated that this effort will commence sometime in the fall of 2016.It should be noted that cold and inclement weather conditions make it more difficult to collect field data. The data collection, tabulation and analysis may be repeated in the summer of 2017. The first phase of the study documented existing parking conditions, including parking supply, utilization and the turnover of spaces within O the study area.Although there was a need for a modest amount of additional parking 17 on a very busy Saturday in the summer, there was generally sufficient parking in downtown Steamboat Springs. The turnover survey suggested that approximately 10% of the most convenient on-street parking spaces were being occupied by downtown employees and technologies were evaluated and recommended to discourage the long-term use of short-term spaces. This study represented the first phase of a larger study assessing the feasibility of parking improvements within the study area. Although there were parking "hot spots" in the study area where parking demand exceeded the "effective"parking supply,there was adequate parking within the study area overall and the development of more parking was not warranted at the time. Although no additional parking was required, it was recommended that the city take steps to more actively manage parking in the 4th Avenue Business District. Forest City hired DESMAN to determine peak hours for parking demand, primary pedestrian destinations,average length of stay,and the future demand for parking ��.;. associated with new mixed-use development.All of the parking at Northfield Stapleton r was included in surveys of parking occupancy on a Thursday and on two Saturdays. The parking was only approximately 55% utilized on the busiest Saturday evening. A parking duration and turnover survey determined that the most convenient and centrally located off-street parking at Northfield Stapleton was being used by employees and it was recommended to post signs in the close-in lots to discourage employees from using them. The analysis of future parking conditions indicated the future parking supply, all on street and in surface parking lots, would exceed the estimated parking demand by approximately 15%and there would be no need to build a parking structure in the future. The Landmark is a compact, mixed-use and pedestrian-friendly development with 271 high-rise residential units and approximately 180,000 square feet of high-end retail, dining and entertainment space. The purpose of the parking study was to determine the adequacy of the parking supply serving the commercial space at the development.What was unique about this study is that DESMAN was hired to conduct the parking occupancy surveys for twelve consecutive weeks.Hourly parking occupancy surveys were conducted on Thursday,Friday and Saturday nights from 4:00 PM to 11:00 PM. The results of the occupancy surveys indicated that there was adequate parking supply at the Landmark with the addition of a nearby leased office parking lot used primarily for valet and employee parking. An interesting aspect of this study was the wide variation in parking demand observed over the twelve-week period. Andrew S. The following tasks do not represent a final work plan and it is understood the final Scope of Services will be developed in conjunction with the City. 1. Attend a kick-off meeting(s)with City staff,the Bozeman Parking Commission and other interested stakeholders. 2. Confirm the study area with the City.The 37-block Primary Study Area may expanded by up to 16 more blocks north and south of the Primary Study Area. 3. Inventory the current on-street and off-street parking supply within the study area by location (block number,block face,descriptor,etc.)and type(public, private,restrictions,marked,unmarked,etc.).The on-street parking supply will be determined on block faces with unmarked spaces by measuring the length of curb space available for parking.The capacity of off-street parking areas with unmarked spaces will be estimated based on the City's parking standards and a realistic parking layout. 4. Correlate the off-street inventory to GIS files of tax lots to establish the relationship of downtown buildings to parking facilities. S. Document the existing parking inventory in an Excel template and on maps. 6. Develop route maps for the collection of parking occupancy and turnover data. 7. Train temporary employees and collect parking occupancy and turnover data on an hourly basis on a"typical"weekday and weekend day over a minimum 10- hour period.The on-street spaces typically included in turnover spaces are time- restricted marked spaces. 8. Tabulate and analyze the survey data. 9. Present the survey data in draft final templates and maps and issue for City review and comments. 10. Incorporate City review comments into final templates and maps and issue two hard copies in addition to electronic files. DESMAN will submit bi-weekly project progress reports to the City as the study progresses. Since we are not local to the Bozeman area, interaction with city staff and other stakeholders will be by telephone and the internet when feasible in order to save time and money. Most of the work we do in the western United States is with clients that are in other regions or states. Because of this, we have two accounts ' with GOToMeeting web conferencing and we regularly collaborate with our clients through this service. With that being said, we are fully committed as requested by the Cityto participate in person in meetings and presentations.Because our team members will be traveling to Bozeman from other regions of the country, every effort will be made to minimize travel expenses. INVENTORY AND OCCUPANCY STUDY Section E: Outline of Serivices Bozeman, MT Pg 9 BE V-1 � � it Section F Cost & Expenses DESMAN's proposed lump sum fee to perform the Scope of Services as outlined herein is Sixty Thousand Dollars ($60,000), which includes expenses for travel (airfare, lodging, meals, mileage, airport parking, etc.) and temporary labor for data collection.This fee anticipates the study area boundary is the original 37-block Primary Study Area as shown in Figure 1 in the RFP. Invoices will be submitted at the end of each month as the work progresses. Payments are expected in full within 30 days of receiving an invoice.
