Ryan went to a meeting about mobile vending and at that meeting there was talk about parking. Ben
Bennett was also there

Pamela brought to the attention that Lisa Clark should be Lisa Kirk.

Stewart Mitchell 216 E. Koch corner of Black and Olive- I’m not as derve5rst in parking as most you.
Black, Bozeman, and Olive will be affected and I’m just wondering why the residents have more say in
a 5 story building. Don’t get me wrong I have nothing against growth. I don’t feel that anyone knew how
fast things were going to grow.
XVI. Special Presentation:
1. Bogart Park Neighborhood request for Neighborhood Permit Program. Data Collection
report. (Lisa Kirk)
Lisa went over the data that they had collected since the last meeting.
XVII. Bogart Park Neighborhood Permit Program.
1. Strategy 19:
Explore changes to existing residential on-street permit programs and
evaluate and potentially implement new residential parking permit
districts in the neighborhood north and south of the downtown
commercial district.
This was a discussion on getting more data for both North and South
side of downtown commercial district and even moving that out a block
or two.

Leif Sundeen 5 E. Lamme. I have a concern about how easy it is to
start a parking district without the whole neighborhood agreeing. I feel
that there should be something put into effect that has information on it
for data collection before they can even bring this to the BPC. I feel that
every district is going to be need to set up different. What problem one
neighborhood has, might not be the same as the other neighborhood.
Jessica Johnson- City of Bozeman Neighborhood department. Just
wanted to give more information on the meeting with the Bogert HOA.
Implementation Timeline: Mid-Term (January 2017 – December 2017
XVIII. RFP for Data Collection- See Exhibit 2 Action Item
Add additional study and meeting times.
Chris motion for the approval of the RFP for professional services to conduct the downtown parking
inventory as stated.
Chris suggest that the data collection should be for both North and South side of downtown
commercial district and even moving that out a block or two. The amendment to the motion.

Pamela would just like to state that on page 8 it has September 10th and 7th. Should be September 10th
and 17th.
Lisa Kirk understands that money is an issue for parking but she feels that the companies and
developers should be the ones paying for this.
Leif feels that this all should be put in the hands of the Parking Manager.
Consider the motion: Having considered all information provided relevant to this request, I
hereby move to approve the RFP for data collection as exhibited in accordance with Strategies 2
and 10.

Consider the Resolution motion: Having considered all information provided relevant to this
request, I hereby move to approve Resolution BPC 2016-03 increasing the Bridger Garage
contract parking rates to $69.00 for general permit and $70.00 for Basement and the surface lot
permit rates to $45.00.
XX. Parking Manager Report -See Attachment Exhibit 4
The parking department is still off to a good start. We have 3 new cars and 4 officers. The officers
have gotten new coats and things for the new year. Parking garage is still up but Thomas feels that will
go down when winter starts to hit.
XXI. New Business.
Chris would like the BPC have more discussion about the Tip Program money and making sure that
the money gets used this year.

Implementation Schedule and Notes
A. POLICY AND ORGANIZATIONAL ACTION STRATEGIES 1-6 months
Incorporating parking system management into the City’s development policy ensures that
the goals of the Parking Management Plan can be met. It is recommended that these
strategies be implemented within six months of plan adoption.
1. Formalize the Guiding Principles as policies within the parking and transportation system
plan.
ACTION: August 2016 BPC
2. Adopt the 85% Rule as the standard for measuring performance of the parking supply
and triggering specific management strategies and rate ranges.
ACTION: August 2016 BPC
3. Strengthen the role of the Parking Manager and the Parking Services division to better
integrate with Community and Economic development planning.
ACTION: October 2016 BPC: What is the Role and Responsibility of the parking
Commission Discussion.
4. Establish a policy for adjusting rates (on and off-street).
DISCUSSION: August and September 2016 BPC
ACTION: October 2016 BPC new rates effective January 1, 2017
5. Establish a Capital Maintenance Reserve Fund.
DISCUSSION: September 2016 BPC
ACTION: October 2016 BPC
NOTES: currently have Garage Long-term Maintenance Fund so we either need to
expand/rename that fund or establish a second fund for non-garage capital
maintenance.
Need to reference BPC-TIF long-term garage maintenance fund MOU. Need to
reference Policy Guidelines adopted by BPC on February 9, 2011.

B. CODE-RELATED ACTION STRATEGIES 1-12 months
These strategies revise the municipal code to support long-term planning and efforts to
“right-size” parking in new development. It is recommended that they be implemented
within one year of plan adoption.
NOTES: All three (6,7,8) may need to be evaluated jointly as they are inter-related.
May need to wait until new Community Development Director is hired and on board
which most likely will not be until January 2017.
6. Re-evaluate and restructure the current “cash-in-lieu” program (38.25.040 A.3.B 1-4,
BMC). To be reviewed by City Attorney
7. Re-evaluate code-based minimum parking requirements (38.25.040 A.2. a & b, BMC).
8. Re-evaluate and clarify the purpose and intent of the current code section regarding
Special Improvement District (SID) No. 565. (38.25.040.A.3.b.(4), BMC). To be reviewed by
City Attorney
C. PARKING MANAGEMENT STRATEGIES: PHASE 1 1-18 months
These strategies should be implemented within 18-24 months of plan adoption.
9. Implement a facilities maintenance plan.
DISCUSSION: October 2016 Draft Plan presented to BPC
ACTION: November 2016 BPC
NOTE: currently have a long-term maintenance plan for the garage which may need
to be updated. Garage plan could be basis of facilities plan with addition of sections
about surface lots and other “facilities”. Parking manager should attend Garage
Maintenance conference if applicable.
10. Develop a schedule of data collection to assess performance of the downtown parking
supply, including on- and off-street inventory (public and private supply) and
occupancy/utilization analysis.
DISCUSSION: September 2016 draft scope of work, proposed timeline and
estimated costs presented to BPC
NOTES: Data Collection Proposals should be received by October 7th. Proposals will
be reviewed by Thomas Thorpe, Chris Naumann and Pam Bryan and decision will
be ratified by the whole commission in November 2016.

Parking Manager’s Report
As you will see in the graphs and reports our revenues and garage use has dropped off significantly. Tourist
season is over. The garage gate system is working and tracking appropriately. Validation use remains steady.
The Lark will soon begin operating Valet parking ergo they have purchased their required access cards. I am
anxious to see how it works for them as it will give us insight to how other valet systems may work with our
garage.

For the first third of the fiscal year under our belt I believe we are right on track for meeting our budgetary
goals.

Expenditures to date:
At this point our major expenditure should be done. The final crack repairs have been done, garage tickets
have been ordered and uniforms and vehicles have been updated.
