SUBJECT: Authorize the City Manager to sign Amendment No. 1 to Professional Services Agreement
with Advanced Engineering and Environmental Services, Inc. (AE2S).

RECOMMENDATION: Authorize the City Manager to sign Amendment No. 1 to Professional
Services Agreement with Advanced Engineering and Environmental Services, Inc. (AE2S).
BACKGROUND: AE2S is performing professional services for the Water Facility Plan Update project.
A new water distribution system model has been assembled utilizing industry-leading software by
Innovyze. This model software integrates with the city’s GIS water infrastructure database through an
FME routine which automates the translation and assembly of the GIS database features into connected
model elements. The FME automation allows the water model to be kept current as the water distribution
system continues to expand. An up-to-date model benefits decision making for capital planning, utility
operations, and development review. Amendment No. 1 to Professional Services Agreement with AE2S
provides a new task to develop an FME routine for the wastewater collection system model, which similar
to the water distribution system model, was assembled utilizing Innovyze software. The wastewater
collection model was completed by HDR for the 2015 Wastewater Facility Plan Update, but an FME
routine was not completed with that project. AE2S is uniquely familiar with the city’s GIS database
schema and is thus best positioned to prepare the FME for the wastewater collection system. Scope for
this work is set out in the attached Amendment No. 1 to Professional Services Agreement at a fee of
$23,318.
UNRESOLVED ISSUES: None.
ALTERNATIVES: As suggested by the City Commission.
FISCAL EFFECTS: The approved FY17 GIS Department budget has $172,449 allocated to
professional services funded by the Water Enterprise Fund. The $23,318 will debit from this allocation
leaving a remainder of $149,131 for other professional services projects occurring for the GIS
Department in FY17.
