fuels: You've probably noticed the plastic bags caughted on barbed wire fences or blowing down
alleys. Great Britain imposed a 5 pence (penny) fee on the use of plastic bags and saw usage of
bags drop by 85%. http://www.telegraph.co.uk/news/2016/07/30/britain-banishes-plastic-bags-as-5p-tax-sees-usage-plummet-by-6/ Can we do that? (It would also be another source of revenue
for the city.)
