HomeMy WebLinkAbout602 N 7th TAG Application Supplement602 N 7th Avenue Technical Assistance Grant Application October 2016 North Seventh Urban Renewal District | Redevelopment Incentive Program Project Description The project site located at 602 North Seventh Avenue is an excellent candidate for the North Seventh Urban Renewal District Redevelopment Incentive Programs. Verizon Wireless currently operates in the existing building on the property. A pad site is available to be developed on the eastern portion of the property between the existing parking and the Verizon Wireless store along W Peach Street. The subject property is located within the North Seventh Tax Increment District and would be consistent with the Design and Connectivity Plan (DCP), the Design Objectives Plan, the Bozeman Community Plan and the Unified Development Code. The project is proposed to research and explore development scenarios and designs for the pad site. The applicant is currently under contract for the purchase of the pad site. The new building would be consistent with the B-2M (Community Business District—Mixed) and would include a mixed-use building with potential for multiple commercial spaces. This Technical Assistance Grant would explore the following:  Parking and Site Analysis  Building Code Research  Unified Development Ordinance Analysis—’Midtown’ Code Changes  Conceptual Site and Building Design Analysis  Engineering Assessments, if needed  Preliminary Cost Estimates  Exploration of Development Scenarios & Conceptual Designs  Conceptual Tenant Configurations  Scenario Planning  Municipal Review Processes Analysis The client requests the full amount ($7,200) be applied to this project. Loop 410, Suite 1300 San Antonio, TX 79216 Applicant/Representative: Intrinsik Architecture, Inc 111 N Tracy Ave Bozeman, MT 59715 602 N 7th Avenue Prospective project would support the Design and Connectivity Plan (DCP), the Design Objectives Plan, the Bozeman Community Plan and the Unified Development Code. Site development would support the Design and Connectivity Plan (DCP), the Design Objectives Plan, the Bozeman Community Plan and the Unified Development Code as follows: “Encourage the rehabilitation and redevelopment of parcels that are underutilized... (Page 2 Design and Connectivity Plan). This site is a prime example of an underutilized site which makes it a perfect candidate for a Technical Assistance Planning grant. The pad site has been available without any development. With the background work performed with the assistance to the grant, the pad site will be more likely to move forward with a development project. Additionally, the property is the perfect location for infill development within Midtown. “Develop the corridor as a focus for commercial and entertainment activities that serve residents and visitor alike” (Page 5 Design and Connectivity Plan). The pad site owner is interested in providing commercial services for Bozeman residents. The goal of utilizing Grant funding is to envision commercial needs and create vital services in the burgeoning Midtown District. “Strengthen the corridor as a neighborhood service center with new development along the corridor should be “double-fronted,” relating to the neighborhoods as well as the avenue.” (Page 5 Design Connectivity Plan) The development of the pad site will create important infill within the Midtown District and will relate to the W Peach neighborhood as much as to the N 7th area due to its location. “The intent of the B-2M community business district—mixed is to function as a vibrant mixed-use district that accommodates substantial growth and enhances the character of the city.” (Midtown Zoning Text Amendments). Intrinsik Architecture, Inc. specializes in professional planning, architectural design and building. Over the past 17 years, Intrinsik has distinguished itself as a very unique studio with an emphasis in projects that embody and preserve the spirit of clients, the project and the place. Intrinsik has completed over 20 Technical Assistance Grants for the Downtown Bozeman Partnership. Some of the more notable Technical Assistance Grants which lead to actual projects include the Downtown Community Co-Op, the Thrive building remodel and façade improvements, the Baxter Hotel Sign and most recently the Bozeman Taproom and Fill Station. While everyone on the Design team will contribute to this project, Rob Pertzborn will serve as the Project Principal and Peter Andrews will serve as the Project Manager. As a registered Montana architect and a practicing planner, Rob Pertzborn bridges the gap between buildings and neighborhoods. Rob has worked in design and planning for the past 20 years and has a wide range of experience ranging from historic civic and commercial renovations to land and municipal facilities planning to designing infill urban mixed use projects and residences. Rob specializes in big picture thinking and master planning to assure timely, quality and sustainable projects for the client, future residents and users, and the greater community. Rob is from Madison, Wisconsin and has lived in the Twin Cities before settling in Bozeman in 1989. Rob holds a Master of Architecture degree from Montana State University. Peter is a registered architect, LEED AP and Project Manager at Intrinsik. His unique journey to Architecture (beginning with a bachelor’s degree from Boston College, a volunteer year with the Jesuit Volunteer Corps, and a fellowship with Architecture for Humanity all the way to receiving his Master of Architecture from Montana State University) contributes to our eclectic and multidisciplinary approach to design.
