HomeMy WebLinkAbout1977-03-16 1,:71 Bozeman, Montana March 16, 1977 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, March 16, 1977, at 1:15 o'clock p.m. Present were Mayor Vollmer, Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commis- sioner Vandeventer, City Attorney Berg and the Clerk. I Commissioner Sedivy opened the meeting with a prayer whereupon the minutes of the regular meeting held on March 9, 1977, were approved as corrected. Consideration of Bids for Bituminous plant mix materials (Opened March 9, 1977) - The Commission-was referred to the opening of bids for 7,504 tons Bituminous plant mix to be delivered to the old landfill or the cemetery parking lot. The Street Superintendent and City staff, having thoroughly analyzed the bid, recommended that the City of Bozeman accept the bid of Pioneer Ready Mix in the amount of $90,048.00, it being the only bid submitted and equaling or exceeding th specifications as contained in the "Call for Bids". The City Manager concurred in the recommendation of the Street Superintendent, and it was moved by Commissioner Lehrkind, seconded by Commissioner Taylor, that Pioneer Ready Mix be awarded the bid for 7,504 tons Bituminous plant mix delivered to the old landfill or the cemetery parking lot on the basis of their bid in the amount of $90,048.00. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Taylor, Commissioner Vandeventer, Commissioner Sedivy, and Mayor Vollmer; those voting No, none. I Consideration of Contract for Engineering Services - Water Rate Study A Contract Agreement for engineering services by and between the City of Bozeman and Thomas, Dean & Hoskins, Inc., of Great Falls, Montana, to perform a water rate study for the City of Bozeman, was presented. Mr. Jim Cummings, Vice President of Thomas, Dean & Hoskins, Inc., was present to discuss the Contract Agreement. He advised the Commission that the Engineer will review the capital improvements program as prepared by the City Engineer, review operating costs and revenues as a basis for projecting the future operating costs, will determine the percent increase in the current rate structures that will be required to provide the necessary revenues to operate the expanded water system and to repay the bond issue which is proposed to finance the construction of the addi- tional improvements. To re-evaluate the current rate structure, the Base-Extra Capa- city Method will be used to allocate the cost of the service. Having reviewed the Contract Agreement with the City Attorney, the City Manager recommended that the Contract Agreement for the engineering services with Thomas, Dean & Hoskins, Inc., of Great Falls, be entered into and the Mayor and Clerk of I the Commission be authorized and directed to sign for the City. It was moved by Commissioner Sedivy, seconded by Commissioner Taylor, that the City of Bozeman enter into the Agreement with Thomas, Dean & Hoskins, Inc. , to per- form a revised water rate study. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind, and Mayor Vollmer; those voting No, none. ~- 17'2 Designation of Authority to MSU Security Officers to Issue Parkin~ Traffic and Mov~ng Citations The letter received from Sarge Pettys, Chief of University Police, requesting f that the following members of the University Police be appointed Special Police Officers for the prupose of issuing parking and moving citations on campus for one year from May 1, 1977, to April 30, 1978, with no cost to the City of Bozeman having I been continued for a period of one week in order to clarify the specific role in regard to the police officers, was presented for clarification and appointment. Following discussion, it was moved by Commissioner Taylor, seconded by Commis- sioner Vandeventer, that the City Manager be instructed to address a letter to Sarge pettys, Chief of University Bolice of Montana State University, authorizing members of the University Police to issue parking, traffic and moving citations on campus for one year from May 1, 1977, to April 30, 1978, with no cost to the City of Bozeman. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind, Commissioner Sedivy, and Mayor Vollmer; those voting NO, none. Harold pettys Loren Winks Donald Wortman Frank Lessley Everett Edsall Robert Decker Dennis Boehler John Heinecke Mervin Gunderson Mayor's Proclamation - National Wildlife Week, March 20-26, 1977 Mayor Vollmer, in response to a request from Blue Ribbons of the Big Sky Country Areawide Planning Organization and the National Wildlife Federation, proclaimed the period of March 20-26, 1977, at "National Wildlife Week" designating this period as I a special time for focusing attention on the importance of the water crisis, and urging a rededication to .t.he principle that "We All Need Clean Water" and renewed determination to achieve the clean water goal just as quickly as possible. It was moved by Commissioner Vandeventer, seconded by Commissioner Lehrkind, that the Commission concur in the Mayor's proclamation, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, and Mayor Vollmer; those voting No, none. Mayor's proclamation - Employ the Older Week, March l3-19, 1977 In accordance with the Federal Government, Mayor Vollmer proclaimed March 13-19, 1977, as "National Employ the Older Week" in Gallatin County and urged all employers of this area to give special consideration to the skills and qualifications of those men and women 40 years of age and older, that the public officials who are responsible for job placement make every effort to help older workers find suitable jobs and training opportunities. I It was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the Commission concur in the Mayor's proclamation, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, and Mayor Vollmer; those voting No, none. Recess: 1:45 p.m. Reconvened: 2:15 p.m. 1,,:73 Public Information Meeting re Sewage Treatment Plant and Expansion A public information meeting regarding the sewage treatment pla~and improvements necessary to improve the plant operations, had been scheduled and advertised to'con- vene at this time. The City Manager introduced the subject matter, commenting on the I impasse which had been in existence for some time regarding necessary plant improve- ments. The advisability of staged construction was discussed briefly, as opposed to embarking on a complete ammonia removal process at the present time. Cost factors inherent in the two procedures were touched upon, and the meeting was thereupon turned over to the City Engineer for introduction of guests. The City Engineer introduced several speakers in turn, who were: Dr. David Stuart, MSU Department of Microbiology; Mr. Ron Marcoux and Mr. Richard Vincent of the Fisheries Division of the Montana Fish and Game Department; Mr. Don Willems, Chief of the Water Quality Bureau, State of Montana Department of Health and Environmennal Sciences; Mr. Jim Cummings, Wayne Dean and staff members of Thomas, Dean and Hoskins, consulting engineers; and Dr. R. V. Thurston and Dr. Rosemary Russo, of the MSU Fisheries Bioassay Laboratory. Each of the above individuals were introduced in turn, and each gave a brief presentation of their aspect of the problem. Each had done some form of research over the past months or years, which added information to the quality of the water in the East Gallatin, and the improvements called for at the Waste Water Treatment Plant. I During and after each presentation, as well as after all presentations were concluded, questions from the audience were answered by the various participants. A compliance order was referred to by Mr. Willems, of the State Health Department, which is a schedule by which the City will gauge the design and construction of improvements deemed necessary for the Bozeman Treatment Plant. This compliance schedule will be worked out, agreed upon and accepted at a future date. Meantime, an inflow and infiltration ( I and I) study, report and corrective procedures will continue -- having already been begun. The Commission thanked all participants for their contribution to the meeting, and welcomed their continued participation in the further research, design, and construction necessary to improve the quality of effluent at the Bozeman Sewage Treatment Plant, and thereby protect the waters of the East Gallatin.
