HomeMy WebLinkAbout1977-01-19 137 Bozeman, Montana January 19, 1977 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 19 January 1977, at 1:15 o'clock p.m. Present were Mayor Vollmer, Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, City Manager Gesko, Assistant City Manager Wolf, City Attorney Berg and the Clerk. Commissioner Sedivy opened the meeting with a prayer whereupon the minutes of the regular meeting I held on Wednesday, 12 January 1977, were approved as read. Request for Authorization to Purchase Used Tractor for Park - Cemetery Dept. The Park and Cemetery Department budget contains an appropriation for a tractor and after extensive shopping, the City Manager requested authorization to purchase a used tractor in the amount of $2,350.00 F.O.B. Bozeman. The Commission concurred with the recommendation of the City Manager and it was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the purchase of the used tractor from Strong & Bradley in Livingston, Montana, be authorized as an item of the 1976-77 budget. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commis- sioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, and Mayor Vollmer; those voting No, none. Communication from Friends of the Library and Bozeman Library Board - Re Library Facilities Members of the Friends of the Library and Bozeman Library Board appeared before the Commission to discuss the Bozeman Library and its needs. The members of the Library Boards do not feel that the City library has the proper facilities to carryon a well-rounded library program. Among other things, it is difficult to get in the building and has far fewer volumes than should exist in a library serving an area the size of the Bozeman community. Following a thorough discussion, the Commission concurred in the recommendation of the City Manager, and it was moved by Commissioner Sedivy, seconded by Commissioner Taylor, that the Commission concur in the Board's recommendation to work directly with the Friends of the Library and the Bozeman Library Board on the following: I 1. Determination of building area(s) and possible site(s) for a library to serve the future needs of this community. 2. Investigation of expansion alternatives, for example: a. Expansion of existing building. b. Obtaining and remodeling an existing building. c. Obtaining land and erecting a new building. 3. Conducting an active program to acquire specific building sites either by purchase or option. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind, and Mayor Vollmer; those voting No, none. Continued Public Hearing - Rezoning Petition - A-S to R-4 as requested by American Legion Gallatin Post #14 The request of the American Legion Gallatin Post No. 14 to consider a zone change from A-S to R-4 on Durston Road next to the Gallatin County Rest Home to permit construction of sixty units of rent assisted elderly housing was again presented for discussion. Mrs. Rolfe Johnson was present and stated their main objection was that they did not feel a sixty-unit, three-apartment building would enhance the value of their property. They feel that area is heavily traveled at the present and this would add to amount of travel considerably. Dr. E. G. Allen was also presented in regard to the area in question. He wondered what impact this unit would have on Durston Road as well as the value of the single family dwellings and asked several other questions as well. Among them was whether the City planned to eventually go to a forty-foot road 0 with curb and gutter. I Following considerable discussion, the City Manager informed the interested persons present that the meeting would be continued at a public hearing to be held on Wednesday, January 26, 1977, at which time a final decision will be made. Certify Examination of Depository Securities In compliance with the provisions of Section 16-2618, R.C.M., 1947, Mayor Vollmer and Commissioner Sedivy proceeded to examine the receipts of Depository Bonds and Securities held by the Director of Finance as Security for City funds deposited in Bozeman Banks. .138 It was moved by Commissioner Vandeventer, seconded by Commissioner Lehrkind, that the securities be approved and a list of these set forth in full in the minutes of the meeting. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commis- sioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, and Mayor Vollmer; those voting No, none. Alderson An application received from Mrs. Ralph Kenck, 1317 West Alderson, requesting a kennel license in accordance with Ordinance No. 857, Section 5.16.040 of the Bozeman Municipal Code, together with the I required fee was presented. The City Manager stated the license is a renewal and he was not aware of any reason to deny the kennel license. It was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the application be approved and the Director of Finance be instructed to issue a license in accordance therewith. '140 Raffle License Application - Montana Hereford Auxiliary - January 29 The City Manager presented an application from the Montana Hereford auxiliary with the required fee for the purpose of holding a raffle on 29 January 1977. It was moved by Commissioner Sedivy, seconded by Commissioner Taylor, that the Commission' approve the application for the raffle license for the Montana Hereford Auxiliary, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind, and Mayor Vollmer; those voting No, none. I Report The City Manager commented on the report of the Director of Public Service and recommended it be accepted and ordered filed. It was moved by Commissioner Taylor, seconded by Commissioner Vandeventer, that the report of the Director of Public Service be accepted and ordered filed.
