The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, 17 November 1976, at 1:15 o'clock p.m. Present were Mayor Vollmer, Commissioner Lehrkind,
Commissioner Sedivy, Commissioner Vandeventer, Acting City Manager Wolf and the Acting Clerk.
Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had.
Minutes of the regular meeting held on Wednesday, 10 November 1976, were approved as read.
Authorize Absence of Commission Taylor
Upon recommendation of the Acting City Manager, it was moved by Commissioner Lehrkind, seconded I
by Commissioner Sedivy, that the absence of Commissioner Taylor, from the meeting of 17 November 1976,
be authorized in compliance with Section 11-3245, R.C.M., 1947. The motion was carried by the follow-
ing Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner
Vandeventer, and Mayor Vollmer; those voting No, none.
HUD Grant Application
Paul Bolton of the Planning staff presented two alternatives for the Commission if they desired
to submit a preapplication for further HUD monies: 1) a housing rehabilitation project or 2) a
senior social center.
After a thorough discussion, it was moved by Commissioner Lehrkind, seconded by Commissioner
Sedivy, that the senior social center be our first priority for HUD preapplication, and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind,
Commissioner Sedivy, Commissioner Vandeventer, and Mayor Vollmer; those voting No, none.
Agreement with State for Updating All Warning and Regulatory Signs
A letter from the State Highway Department was presented stating that they will provide funds
for costs of material to update all warning and regulatory signs to conform with the Manual on
Uniform TraffiC Control Devices and that the City must perform the work within a year.
Upon the Acting City Manager's recommendation, it was moved by Commissioner Sedivy, seconded
by Commissioner Vandeventer, that the City approve the State Highway Department's agreement, and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Sedivy, Commissioner Vandeventer, Commissioner Lehrkind, and Mayor Vollmer; those voting No, none.
Community Recreation Board - Season Tickets at Swimming Pools
The Park Recreation Board recommended approval of implementation of season ticket passes
good at both swimming pools. The prices of a one year pass will be the following:
17 years and under $30.00
18 years and over 60.00
Family ticket 95.00
Upon the Acting City Manager's recommendation, it was moved by Commissioner Vandeventer,
seconded by Commissioner Lehrkind, that the City approve the Park Recreation Board's recommendation,
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Vandeventer, Commissioner Lehrkind, Commissioner Sedivy, and Mayor Vollmer; those voting No, none.
Interlocal Agreement for Traffic-Pedestrian Safety Committee
Esther Nelson explained to the Commission that the reason for establishing the Traffic-
Pedestrian Safety Committee would be to create a committee that would be able to review all traffic-
pedestrian problems. This committee would then be able to make recommendations to the City, County
and School.
After much discussion, it was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy,
that the City give its approval for this Interlocal Agreement and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy,
Commissioner Vandeventer, and Mayor Vollmer; those voting No, none.
Gambling License - Elks Lodge - Raffle - 17 December 1976
The Acting City Manager presented an application from the Elks Lodge, along with the required
fee, for a raffle license.
Upon recommendation of the Acting City Manager, it was moved by Commissioner Sedivy, seconded
by Commissioner Vandeventer, that the Commission approve the application for the raffle license
for the Elks Lodge, and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Sedivy, Commissioner Vandeventer, Commissioner Lehrkind, and Mayor Vollmer;
those voting No, none.

Report: Police Court
The Acting City Manager commented on the Police Court Report and recommended it be accepted
and ordered filed.
It was moved by Commissioner Vandeventer, seconded by Commissioner Lehrkind, that the report
be accepted and ordered filed. The motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Vandeventer, Commissioner Lehrkind, Commissioner Sedivy, and Mayor
Vollmer; those voting No, none.
Bozeman Civitan Club - Annual Sale of Fruitcakes
The Bozeman Civitan Club requested permission to conduct their annual fruitcake sale in Bozeman.
It was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the request to
conduct the fruitcake drive be granted and the motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Vandeventer, and
Mayor Vollmer; those voting No, none.
Proclamation - American Education Week - 14-20 November 1976

Mayor Vollmer proclaimed the week of 14-20 November as "American Education Week" and urged
all Bozeman citizens, young and old, to seek involvement in the numerous facets of the education
system in Bozeman and to re-affirm their interest in the aims and achievements and needs of the
school age youth. It was moved by Commissioner Sedivy, seconded by Commissioner Vandeventer,
that the proclamation be endorsed and the motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Sedivy, Commissioner Vandeventer, Commissioner Lehrkind, and
Mayor Vollmer; those voting No, none.
Adiournment
There being no further business to corne before the Commission at this time, it was moved by
Commissioner Vandeventer, seconded by Commissioner Lehrkind, that the meeting be adjourned, and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
