BABAB AppointmentsBozeman Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Pearl Michalson, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment to the Bozeman Area Bicycle Advisory Board MEETING DATE: October 3, 2016 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint two applicants to the Bozeman Area Bicycle Advisory Board with an existing term expiring on December 31st, 2016 and December 31, 2017 respectively. BACKGROUND: The City Commission acted upon the appointment of 1 position on Monday, March 4th with one county position and there are two terms on this board that are currently vacant with expiration dates of December 31, 2016 and December 31, 2017. Three new applications have been received. Bozeman Area Bicycle Advisory Board (BABAB) was created by the City Commission in September 1990 (Resolution No. 2817). Its purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area. Bozeman Municipal Code Sec. 2.05.2510 Membership. A.The bicycle advisory board shall consist of up to 11 voting members and one non-voting liaison to be appointed by the city commission. One member shall be a student of Montana State University. One memberrepresenting the county may be recommended by the county commission and appointed by the city commission. One additional non-voting liaison shall be a student of Bozeman High School. Members of this board shall servetwo-year staggered terms. Each member may be reappointed without any limitation on the number of reappointments. Vacancies shall be filled in the same manner as original appointments for the balance of theterm remaining. B.With the exception of the non-voting high school liaison, only persons of legal age may be appointed to theboard. High school representatives under age 18 must provide a signed consent from a legal guardian stating they may participate in board activities. A majority of the board shall be residents of the city. Nonresidentmembers of the board shall have some interest in the city by virtue of working in the city, owning property in the city, or entering the city frequently for any lawful purpose. In addition, the members should beknowledgeable of bicycling and/or traffic safety in the Bozeman area. 442 258 This board has two vacant positions and three new applicants in total. I graduated from Flathead High. My parents would not let me drive on the highways growing up so I rode my bike instead. I went on to becoming a bicycle coach and advocate. I trained to the second level of American League of Bicyclists Bicycle Safety and taught hundreds 260 of adults and children how to ride safely in and out of traffic. I was also a school administrator as the Transportation Supervisor for almost 20 years. My job involved school buses, Safe-Routes- to-Schools and more. I believe I am qualified to offer educated bicycle-related decisions. I would love to offer a positive, energetic voice to making Bozeman a great and safe place to ride a bike. I believe in building healthy activities into our lifestyles to improve personal and public health. I have a master's in nursing education and believe education is essential in changing our world for the better. Bicycling for transportation 262 addresses health of our bodies, of our communities, and global warming all while reducing dependence on oil and gas! While I have not served on a public board before, I am enthusiastic about encouraging our citizens and government to endorse bicycling and would like to be considered for being of service to the community by working on the Bicycle Advisory Board. I have also spoken to the BAB after a friend suffered a head injury from a fall on her bicycle when there was no bike lane and she rode over hoses on a sidewalk :(. I completed a minor with as many classes as I took towards my Geography degree including masters classes, attended additional 264 lectures, co-started an undergraduate urban planning club, completed internships and worked with professors and the department. In 2013 I studied sustainable transportation in Germany, Denmark, and Sweden with a research focus on comparative land use policy conducive to bikeable communities. I am passionate about both sustainable transportation planning and a daily bike commuter. While living in Washington, D.C. and interning for The National Geographic Society I rode my bike to work every day, including through one minor hurricane and attended events through the Washington Area Bicycle Association and Women & Bicycles. Since moving to Bozeman I have rarely used my car for trips within the town. I have also been volunteering at the Bike Kitchen to gain more hands-on skills. While working at KERBspace, a Bozeman-based digital wayfinding startup I work to consider how information about cycle infrastructure and other relevant information can improve bikablity in Bozeman and elsewhere.
