Mr. Daines said his main concern was that there wasn't enough information given out or
public comment before the fee increases were adopted.
The City Manager responded that the public doesn't get to review other building cost
increases, and the City did hold a public hearing before adopting the Uniform Building Code.
The representatives requested the City staff to compile a report on the building fees
I and work the department does.
Statement of Completion - Thomas, Dean & Hoskins - SID 610 - Woodridge Subdivision - Water
& Sewer SID 612 - Westridge Meadows - Water
The engineers of Thomas, Dean & Hoskins, Inc., on Special Improvement District No. 610
and 612 stating the water main, sanitary sewer and storm drain improvements in the Woodridge
Subdivision and Westridge Meadows by Underground Construction has been completed in accordance
with the plans and specifications, was presented.
This final acceptance does not relieve the contractor of responsibility for negligence
or faulty materials or workmanship within the standard period provided for by law.
The Contractor has furnished a performance bond equal to the contract bid to guarantee
materials and workmanship for a one year period to commence upon final acceptance.
It was moved by Commissioner Vollmer, seconded by Commissioner Swanson, that as re-
commended, the project be accepted as completed. The motion was carried by the following Aye
and No vote: those voting Aye being Commissioner Vollmer, Commissioner Swanson, Commissioner
Vandeventer, Commissioner MacNab, and Mayor Sedivy; those voting No, none.
"Call for Bids" - Silicofluoride for Water department - Bid opening January 16, 1980
The Water department has need for 42,000 lbs. Sodium Silicofluoride and the City Manager
requested authorization to call for bids for the purchase of the Sodium Silicofluoride
It was moved by Commissioner Swanson, seconded by Commissioner Vandeventer, that the
Commission approve the request for the Sodium Silicofluoride and the Clerk of the Commission
be authorized and directed to publish a "Call for Bids" to be opened on January 16, 1980.
The motion was carried by the following Aye and No vote: those voting Aye being Commissioner
I Swanson, Commissioner Vandeventer, Commissioner Vollmer, Commissioner MacNab, and Mayor Sedivy;
those voting No, none.
Claims
The general claims for the month of December 1979 were presented.
The City Manager had checked the claims and found them to be true and lawful claims
against the City of Bozeman, and recommended they be approved and the Director of Finance be
instructed to issue the warrants in payment.
It was moved by Commissioner Vandeventer, seconded by Commissioner MacNab, that the
Commission approve the claims. The motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Vandeventer, Commissioner MacNab, Commissioner Vollmer, Comm-
issioner Swanson, and Mayor Sedivy; those voting No, none.
Adjournment
There being no further business to come before the Commission at this time, it was moved
by Commissioner MacNab, seconded by Commissioner Vollmer, that the meeting be adjourned. The
motion was carried by the following Aye and No vote: those voting Aye being Commissioner MacNab,

The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, January 2, 1980, at 1:15 o'clock p.m. Present were Mayor Sedivy, Commissioner MacNab,
Commissioner Vollmer, Commissioner Swanson. Commissioner Vandeventer, City Manager Gesko, City
Attorney Planalp. and the Clerk. I
Commissioner Vandeventer opened the meeting with a prayer whereupon the minutes of the
regular meeting held on Wednesday. December 26, 1979, were approved as submitted.
Decision - One ton truck - Cemetery Department
The Cemetery Superintendent having tabulated and evaluated the bids submitted for the pur-
chase of a one-ton truck for the Cemetery Department, recommended that the City accept the bid
of M & W GMC. Three Forks, in the amount of $9,545.79 F.O.B. Bozeman, it being the best bid sub-
mitted and equalling or exceeding all specifications as advertised in the "Call for Bids".
It was moved by Commissioner MacNab, seconded by Commissioner Vollmer, that the Commission
concur in the recommendation of the Cemetery Superintendent, also concurred in by the City Manager,
that the award be made to M & W GMC, Three Forks. on the basis of their low bid. The motion was
carried by the following Aye and No vote: those voting Aye being Commissioner MacNab, Commissioner
Vollmer, Commissioner Swanson, Commissioner Vandeventer. and Mayor Sedivy; those voting No. none.
Public hearing - 'Comm. Res. 2146 - Intent to annex Buronepe property
During the regular meeting of the City Commission held on November 28, 1979, the Commission
regularly passed and adopted Commission Resolution No. 2146 declaring its intention to extend the I
boundaries of the City of Bozeman so as to include a tract of land now occupied by the Woolen
Mills between the Main Mall and the State Fish and Game on West Main Street and containing
approximately 1.03 acres.
This being the date for pUblic hearing as set forth in said Commission Resolution No. 2146,
affidavit of publication of Notice and the Clerks mailing certificate stating all property
owners had been notified as required by law was presented.
There was no one present to protest the annexation of the property.
There being no further duscussion, the Mayor declared the hearing closed. The governing
body shall receive written protests for a period of twenty days and a decision will be forth-
coming on January 30. 1980.
Public hearing - Commission Resolution 2147 - Intent to annex Stratford Bldg.
During the regular meeting of the City Commission held on November 28, 1979, the Commission
regularly passed and adopted Commission Resolution 2147 declaring its intention to extend the
boundaries of the City of Bozeman so as to include a tract of land known as the Stratford property
located on the north side of Highway 191 West of Bozeman and leased to Mountain Bell and contain-
ing 3.163 acres. I
This being the date for public hearing as set forth in said Commission Resolution No. 2147,
affidavit of publication of Notice and the Clerk's mailing certificate stating all property owners
had been notified as required by law was presented.
There was no one present to protest the annexation or no written protests on file.

A short discussion followed after which the Mayor declared the hearing closed. The
governing body shall receive written protests for a period of twenty days and a decision will
be forthcoming on January 30, 1980.
Public hearing - Comm. Res. 2150 - Intent to Creat SILD No. 618 -lighting West Babcock Street
between Third and Fifth Avenue
I This was the time and place set in Commission Resolution No. 2150, to hear protests to
the creation of Special Improvement Lighting District No. 618, street lighting on West Babcock
Street, Between Fifth and Third Avenues.
Affidavit of publication of Notice and the Clerk's mailing certificate stating all
property owners had been notified as required by law was presented.
There were no protests on file and no one appeared to protest verbally.
Esther Nelson of the school system was present to answer any questions and advise the
Commission that the schools were in favor of the adoption of the resolution.
The Mayor declared the hearing closed and it was moved by Commissioner Vandeventer,
seconded by Commissioner MacNab, that the one week period be waived and the City Attorney be
instructed to draw up a resolution creating the district to be brought in for actjon on January
9, 1980. The motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Vandeventer, Commissioner MacNab, Commissioner Vollmer, Commissioner Swanson, and
Mayor Sedivy; those voting No, none.
Petitions - Gallatin Veterinary Hospital - request to Annex Bozeman Federal Credit Union -
request to Annex
I A letter received from the Gallatin Veterinary Hospital and the Bozeman Federal Credit
Union petitioning the City to annex the Gallatin Veterinary property located at 2605 West Main
Street and the Bozeman Federal Credit Union at 2631 West Main Street was presented.
The City Manager recommended acknowledgement of the requests for annexation and further
recommended that the petitions be referred to the staff for review and a recommendation to the
City Commi ssi on.
Change in EPA Construction program - Bozeman Sewer Rehabilitation
The City Manager presented Federal Grant No. C300208-13, received from the Department
of Health and Environmental Sciences, in regard to the Final Pay Estimate for the Bozeman
Sewer Rehabilitation Project No. C300208-13.
FOllowing discussion, it was moved by Commissioner Vandeventer, seconded by Commissioner
MacNab, that the Commission approve the amended application, partial payment request No.5 and
Final, and the Mayor and Clerk of the Commission be instructed and directed to sign for the
City of Bozeman. The motion was carried by the following Aye and No vote: those voting Aye
'being Commissioner Vandeventer, Commissioner MacNab, Commissioner Vollmer, Commissioner Swanson,
and Mayor Sedivy; those voting No, none.
I Call for Bond Sale SID No. 599 - paving Bomont Subdivision - $300,000.
February 6, 1980 SID No. 605 - paving Graf's First - 300,000.
SID No. 611 - paving Woodridge Subdv. - 115,000.
SID No. 613 - paving Broadway - 190,000.
The plans and specifications for SID No. 599 paving Bomont Subdivision in the amount
of $300,000., SID No. 605 paving Grafls First Addition in the amount of $300,000., SID No. 611
paving Woodridge Subdivision in the amount of $115,000., and SID No. 613 paving North Broadway

between East Mendenhall and Avocado in the amount of $190,000.00 as prepared by Thomas, Dean &
Hoskins, Inc., was presented.
The Commission concurred in the recommendation of the City Manager, and it was moved by
Commissioner MacNab, seconded by Commissioner Vollmer, that the plans and specifications be
approved and the Clerk of the Commission be authorized and directed to advertise for the sale I
of the bonds to be received on February 6, 1980. The motion was carried by the following
Aye and No vote: those voting Aye being Commissioner MacNab, Commissioner Vollmer, Commis-
sioner Swanson, Commissioner Vandeventer, and Mayor Sedivy; those voting No, none.
Upon recommendation of the City Attorney, it was moved by Commissioner Vollmer, seconded
by Commissioner Swanson, that the Commission reserve the right to hold all construction bids
for acceptance. The motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Vollmer, Commissioner Swanson, Commissioner Vandeventer, Commissioner
MacNab, and Mayor Sedivy; those voting No, none.
The plans and specifications as prepared by Thomas, Dean, and Hoskins for paving SID No.
599 Bomont Subdivision, SID No. 605 Graf's First Subdivision, SID No. 611 Woodridge Subdivision,
SID No. 613 North Broadway between E. Mendenhall and Avocado Streets, and West Dickerson
Street was presented.
Upon recommendation by the City Manager, it was moved by Commissioner Swanson, seconded
by Commissioner Vandeventer, that the plans and specifications be approved as presented, and I
that the Clerk of the Commission be authorized and directed to issue a "Call for Bids" for
the construction of paving as stated above with an opening date of Wednesday, February 6,
1980. The motion was carried by the following Aye and No vote: those voting Aye being Com-
missioner Swanson, Commissioner Vandeventer, Commissioner MacNab, Commissioner Vollmer, and
Mayor Sedivy; those voting No, none.
Appointment - to Zoning Commission - Wm. Hunt to December 31, 1981
Mayor Sedivy announced his appointment of Wm. Hunt to the Zoning Commission effective Jan-
uary 1, 1980 to December 31, 1981. Mr. Hunt will hold the concurrent office with the Board of
Adjustment and the Zoning Commission as per the By-Laws of the Bozeman Zoning Commission.
It was moved by Commissioner MacNab, seconded by Commissioner Vollmer, that the Commission
concur in the Mayor's appointment to the Zoning Commission. The motion was carried by the fol-
lowing Aye and No vote: those voting Aye being Commissioner ~1acNab, Commissioner Vollmer, Com-
missioner Swanson, Commissioner Vandeventer, and Mayor Sedivy; those voting No, none.
Proclamation - Alien Address Month - January 1980
The Mayor proclaimed the month of January 1980 as Alien Address Month in the City of Boze- I
man and requested all citizens, employees, and officers of the City of Bozeman to assist and
encourage every alien within the City of Bozeman to report his address at the nearest United
States Post Office during the month of January 1980.
It was moved by Commissioner MacNab, seconded by Commissioner Vollmer, that the Commission
concur in the Mayor's proclamation. The motion was carried by the following Aye and No vote:
