HomeMy WebLinkAbout1979-07-13 264 July 13, 1979 Bozeman, Montana The Commission of the City of Bozeman met in special session in the Commission Room, Municipal Building, July 13, 1979, at 4:00 p.m. Present were Mayor Sedivy, Commissioner MacNab, Commissioner Vollmer, Commissioner Swanson, Commissioner Vandeventer, City Manager Gesko, Ass't. City Manager Smith, City Attorney P1analp and the Clerk. Mayor Sedivy opened the meeting with a prayer. Explanation of proposed expenditure summary I The City Manager advised the Commission that the City staff has thoroughly reveiwed the capital, salary, and operating expenditures for the City's All-Purpose General Fund in preparation of an operating budget for the fiscal year 1979-1980. The expenditure monitoring and expenditure reductions over the past fiscal year have reduced the City operating costs to minimum levels. The City staff conducted a complete analysis of revenue over the past two fiscal years and projected the total possible collectable revenue for the fiscal year 1979-1980. The ex- penditure levels necessary to provide services to the citizens at existing levels cannot be maintained by existing revenue. The Legislature of the State of Montana has passed, during the 46th Legislative Session, Senate Bill No. 235, which permits municipalities in the State of Montana to exceed the prev- iously established 65 mill levy calling for the All-Purpose General Fund, in order to support City services by providing revenue sources which are adequate to meet City expenditures. Following a thorough discussion, it was moved by Commissioner MacNab, seconded by Commis- sioner Vollmer, that the Commission approve an additional 8.435 mill levy in addition to the regular levy of 65 mills now authorized by law for the purpose of raising $158,029.73 for the fiscal year 1979 to support the City's All Purpose General Fund for salaries, operations, and capital equipment in order to maintain existing levels of service. The motion was carried by the following Aye and No vote, those voting Aye being Commissioner MacNab, Commissioner Vollmer, Commissioner Swanson, Commissioner Vandeventer and Mayor Sedivy, those voting No, none. It was moved by Commissioner Vollmer, seconded by Commissioner Swanson, that the Commis- sion approve an additional 7 mill tax levy or $135,145.00 for the fiscal year 1979-1980 for the purpose of rehiring the full-time employees that had been laid off. This does not include the part time help. The motion was carried by the following Aye and No vote, those voting Aye being Commissioner Vollmer, Commissioner Swanson, Commissioner Vandeventer, Commissioner MacNab and Mayor Sedivy, those voting No, none. It was moved by Commissioner Vandeventer, seconded by Commissioner MacNab, that the Com- mission recommend adoption of a reserve fund of 5 mills or $93,675.00 to support the City's All-Purpose General Fund during fiscal years 1980 and 1981 and allow the City to establish a reserve for emergencies and to reduce interest payments caused by extensive registering of warrants necessary to maintain City business. The emergencies are to be determined by the City Commission. The motion was carried by the following Aye and no vote, those voting Aye being Commissioner Vandeventer, Commissioner MacNab, Commissioner Vollmer, Commissioner Swanson, and Mayor Sedivy, those voting No, none. The City Attorney advised the Commission that if there are any funds left that have not been spent, the Commission may vote to retire the funds to the general fund next year. The City Manager warned the Commission, that all those mill levies could be too much at one time. He further advised the Commission that the voters had already approved a bond issue for a new library which will cost about nine mills. Commissioner Vollmer was concerned about the City's fire insurance rating suffering be- cause of the cut in fire department personnel. The City Manager said present temporary closures of the fire sub-station on South 19th will not jeopardize the rating, but if the City is unable to restore its former service by next summer, there could be a problem. There being no further business to come before the Commission, it was moved by Commis- sioner Vandeventer, seconded by Commissioner MacNab, that the meeting be adjourned. The motion was carried by the following Aye and No vote, those voting Aye being Commissioner Vandeventer, Commissioner MacNab, Commissioner Vollmer, Commissioner Swanson and Mayor Sedivy, those voting No, none.
