The Commission of the City of Bozeman met in special session in the Commisson Room, Muni-
cipal Building, Tuesday, August 14, 1979, at 7:00 pm. Present were Mayor Sedivy, Commissioner
MacNab, Commissioner Vollmer, Commissioner Swanson, Commissioner Vandeventer, City Manager Gesko,
City Attorney P1ana1p, and the Clerk.
Commissioner Vandeventer opened the meeting with a prayer.
Discussion - installation of the IBM System/34 Computer
The City Manager stated the special meeting was called for the purpose of discussing the
need for an upgrade of the City's computer system.
The City Manager called upon various personnel to explain the various factors relating
to computer service and maintenance potential, conversion costs, and software system adaptability.
The City Manager asked the City Attorney if the City would have to Call for Bids on a lease
process. The City Attorney said No.
Commissioner Vandeventer resented the fact that the City is not shopping around. He said
he would like to see every company make a bid on Bozeman's computer system. He further stated
he would like to know more about other systems.
The City Manager contended the System 34 would provide the smoothest transition (from the
32), with the least amount of training and cost. However, other computer representatives said
their systems could serve the City as well as or better than the 34.
The City Manager further stated the City has been on a waiting list for the System 34 about
a year and must make a decision by the end of August or lose its place in line and probably not
have another chance to get the computer for eighteen months.
An IBM representative said the City could rent, rather than lease, the System 34 for a
period of ninety days. The repres-entative said this would enable the City to examine other
systems without eliminating the opportunity to get the System 34. If the City did decide on
another system, it could then terminate the rental agreement with IBM.
Following a thorough discussion, the City Commission asked the staff to develop criteria
which would enable the City to determine which computer system is most suited to its needs
and bring it back for a decision to be made on August 29.
Adjournment
There being no further business to come before the City Commission, it was moved by Com-
missioner Vollmer, seconded by Commissioner Swanson, that the meeting be adjourned. The motion
was carried by the following Aye and No vote, those voting Aye being Commissioner Vollmer, Com-
missioner Swanson, Commissioner Vandeventer, Commissioner MacNab and Mayor Sedivy, those voting
No, none.
