RECOMMENDED MOTION 1: I move to re-appoint Merri Ketterer to a professional position, with a term expiring June 30, 2018, on the Bozeman Historic Preservation Advisory Board.
RECOMMENDED MOTION 2: I move to appoint four new applicants to professional and at-large positions, expiring on June 30, 2018, and one Main Street commercial district position, expiring on June 30, 2017, on the Bozeman Historic Preservation Advisory Board. BACKGROUND: There are currently five vacancies (including expired terms) on this board
with one re-applicant and five new applicants.
The Bozeman Historic Preservation Advisory Board was created under Chapter 2, Article 5, and Division 6 of the Bozeman Municipal Code. This chapter is designed as a measure to establish a
local historic preservation program designed to promote the preservation of historic and prehistoric
sites, structures, objects, buildings, and historic districts by addressing historic preservation issues
at the local level and integrating them into local, state, and federal planning and decision-making processes. The historic preservation program includes identification, evaluation, and protection of historic resources within the city (Ordinance No. 1180, Section 2, 1985).
The Bozeman Historic Preservation Advisory Board shall serve in an advisory capacity to the City
Commission, Planning Board, Zoning Commission, and other staff members or boards seeking advice on historic preservation issues (Ordinance No. 1454, Section 2, 1998; Ordinance No. 1180, Section 3, 1985).
Members are appointed to staggered two-year terms comprised of up to SEVEN members
per Ordinance 1927 via any combination of the following:

(1) Three professional members with expertise in the disciplines of history, planning,
archeology, architecture, architecture history, historic archeology, or other history
preservation-related disciplines, such as cultural geography or cultural anthropology.
(2) One member an architect holding Montana or NCARB registration; retired professionals shall be given equal consideration to that of a practicing professional. City residency not
required.
(3) One member from the Main Street commercial district, who shall operate a business or
own property in a Bozeman Historic District, on file at the city planning office. A
member may be chosen from a locally or nationally designed district.
(4) Four at-large representatives who reside or own property within the City Limits.
This board currently has five vacancies with one re-applicant and five new applicants.

Out of the new applicants, Hans Figi has property on file at the city planning office, and qualifies for section three, the Main Street commercial district position.
Out of the new applicants, Cassidy Cook and Rebekah Schields have the educational
qualifications for section one, the professional position. Out of the new applicants, Michael Wallner, Carolyn Sylvester, Hans Figi, and Rebekah Schields
reside or own property within the City Limits and have the qualifications for section four, the at-
large position.

consideration, I wish to submit my application for the position of an at-large historic preservation advisory board member. My strengths and expertise make me an ideal candidate for this position.
Throughout my career, I have had the opportunity to lead and participate in projects in a wide

range of capacities. Additionally, my strengths in inter-personal relationships, organizational
skills, administrative leadership, combined with a strong work ethic, ensure that I will give my
very best to this position. The breadth of my experience and education, combined with my
personal character traits, has positioned me well for an at-large historic preservation position. My education has prepared me well for a citizen advisory board position. For the past five years I
have been working on a masters and Ph.D. in public policy and administration. I understand how
complex government administration and policy systems operate both practically and
theoretically. I focused on revamping multiple government organizations by practically
improving communication, priorities, compliance, budgeting, and collaboration within a team setting. I have worked with a variety of organizations and committees in various communities,
and truly enjoy being an involved citizen in Bozeman. I care about the future of our community,

Please explain your relevant qualifications, interests and experiences. *: I have a BA in United
States History from Lewis & Clark College in Portland, OR. My research focus and thesis was in women in radical labor movements in early 20th century United States. Lewis & Clark history
department academia is rigorous and demanding and requires extensive research. The research

and learning the stories and history of the people and places I was studying was one of my
favorite things to do. I often found myself closing down the library and having to be asked to
leave, simply because I lost track of time because I was so fascinated and intrigued by what I
was researching. I have a lifelong interest in historic architecture and places, as each one has a rich history and many stories to tell. Every person, every place, every building has a story, many
stories even. Uncovering, telling, and protecting those stories for the future is invaluable to me. I
believe my passion for history and my vast and rigorous experience studying and researching it
will make me an asset to the team of this advisory board.

Art Education through my undergraduate institution and 2 years of teaching experience in Philipsburg, Montana. Additionally, I completed two Americorps Terms, one in Michigan and
one in Montana. Public Service is important to me, as is being an active and contributing

member of my community. Now that I am in Bozeman, I am working at Montana State
University in their Testing Services department. I thoroughly enjoy working with the MSU
students who use our services, as well as the members of the Bozeman community who come
through our office. While I do not have experience in historic preservation, I do have experience with education, outreach, and public service. Additionally, I am working toward a Master's in
Public Administration at MSU and hope to continue to expand my own learning through serving
on the Historic Preservation Advisory Board. I have been impressed with what Bozeman has
done so far to preserve the sense of place that has drawn so many to this community. Though I
anticipate additional growth changes to the Gallatin Valley, I am excited and optimistic to be a part of this community. I look forward to beginning my involvement in any capacity that I can be
useful, and am grateful for an opportunity to apply.

Montana State University with a B.S. in Anthropology and minors in Women’s Studies and History. I have four years of experience working in the field of archaeology, including field
surveys, historic and prehistoric excavations, and building surveys. Currently, I work for Project

Archaeology, a non-profit educational organization that writes and distributes curriculum about
archaeology and importance of preserving our shared heritage. As a volunteer with the Extreme
History Project, I work to educate the Bozeman community about the incredible history that
