The Commission of the City of Bozeman met in regular session in the Commission Room,
Municipal Building, December 31, 1980, at 10:00 o'clock a.m. Present were Mayor MacNab,
Commissioner Vollmer, Commissioner Stiff, Commissioner Swanson, Commissioner Mathre, City
Manager Gesko, City Attorney Planalp, and the Clerk.
Commissioner Mathre opened the meeting with a prayer whereupon the minutes of the regular
meeting held on Wednesday, December 24, 1980 were approved as submitted,

Bozeman Community TV Tower - accessory use in B-2 Zone
The Commission delayed action for two weeks to determine whether or not a Microwave Receive
Tower is a permitted use in a B-2 zone.
Decision - Master Plan Amendment - James Dobrowski
This was the time and place set for the continued public hearing on the Master Plan Amendment
requested by James Dobrowski.
The applicant seeks a master plan amendment for Certificate of Survey #935 in W~, E~, NE\,
NE~, S21, T2S, R5E, located south of Stucky Road, 330 feet west of Cottonwood Road and containing
approximately 10 acres.
The hearing on the Master Plan Amendment was continued in order that the Commission might
view the property.
The Planning Director explained their concern over rural tract development in areas that
could not conceivably be serviced by City services. Those types of rural developments are
incompatible with the orderly expansion of the City limits.
The City Engineer advised the Commission that that type of development would create problems
at a future date when the City may be obligated to take them in and extend City services.
Following an extensive discussion, the City Manager recommended that the Commission deny
the Master Plan Amendment requested by James Dobrowski.
It was moved by Commissioner Vollmer, seconded by Commissioner Stiff, that the Commission
approve the Master Plan Amendment with the provision that the City of Bozeman require an overlay
of city sized lots on the RS-1 Plat. Those voting Aye being None; those voting No being Commis-
sioner Vollmer, Commissioner Stiff, Commissioner Swanson, Commissioner Mathre, and Mayor MacNab.
The Master Plan Amendment for Mr. Dobrowski was denied.
Decision - Master Plan Amendment procedure
The Master Plan Amendment procedure was presented for a decision.
It was moved by Commissioner Stiff, seconded by Commissioner Swanson, that the Commission
approve a new procedure for amending the Master Plan. The motion was carried by the following
Aye and No vote: those voting Aye being Commissioner Stiff, Commissioner Swanson, Commissioner
Mathre, Commissioner Vollmer, and Mayor MacNab; those voting No, none.

B - Authorization to submit application to Public Service Commission for rate
restructuring and increase
The City Engineer gave an informational and status report on the revised basis for sewage
rate changes. The City Engineer said the residential rates would be fifty to sixty percent
higher than the current charge of $4.20 per household. Mr. Van't Hul further stated that the
overall increase would be approximately eighty percent.
It was moved by Commissioner Swanson, seconded by Commissioner Mathre, that the City
Engineer be authorized to proceed with the preparation of the application for a new sewage rate
schedule to be submitted to the Public Service Commission. The motion was carried by the follow-
ing Aye and No vote: those voting Aye being Commissioner Swanson, Commissioner Mathre, Commissioner
Vollmer, Commissioner Stiff, and Mayor MacNab; those voting No, none.

It was moved by Commissioner Mathre, seconded by Commissioner Vollmer, that the Commission
concur in the Mayor's reappointments. The motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Mathre, Commissioner Vollmer, Commissioner Stiff, Commissioner
Swanson, and Mayor MacNab; those voting No, none.
Applications - 1981 Beer and Wine License - T.J's.
1981 Beer and Wine License - Lundy's Landing
This was the time to renew the beer and wine licenses for the year 1981 for T.J's. and
Lundy's Landing, along with the required fee.
It was moved by Commissioner Vollmer, seconded by Commissioner Stiff, that the Commission
approve the application for the beer and wine licenses for the year 1981 as listed above. The
motion was carried by the fOllowing Aye and No vote: those voting Aye being Commissioner
Vollmer, Commissioner Stiff, Commissioner Swanson, Commissioner Mathre, and Mayor MacNab; those
voting No, none.
Proclamation - "Alien Address Report Month" January 1981
Mayor MacNab proclaimed the month of January 1981 as "Al ien Address Report Month" in the
City of Bozeman and requested all citizens, employees, and officers of the City of Bozeman to
assist and encourage every alien within the City of Bozeman to report his address at the nearest
United States Post Office during the month of January 1981.
It was moved by Commissioner Stiff, seconded by Commissioner Swanson, that the Commission
concur in the Mayor's proclamation. The motion was carried by the following Aye and No vote: I
those voting Aye being Commissioner Stiff, Commissioner Swanson, Commissioner Mathre, Commissioner
Vollmer, and Mayor MacNab; those voting No, none.
Claims
The general claims and payroll claims were presented. The City Manager had checked the
claims and found them to be true and correct and recommended that the Director of Finance be
instructed to issue warrants in payment thereof.
It was moved by Commissioner Swanson, seconded by Commissioner Mathre, that the claims be
approved as presented. The motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Swanson, Commissioner Mathre, Commissioner Vollmer, Commissioner Stiff,
and Mayor MacNab; those voting No, none.
Adjournment
With no further business to come before the Commission at this time, it was moved by
Commissioner Mathre, seconded by Commissioner Vollmer that the meeting be adjourned. The motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Mathre,
Commissioner Vollmer, Commissioner Stiff, Commisso r Swanson Mayor MacNab; those voting
No, none.
