The Commission of the City of Bozeman met in regular session in the Commission Room.
Municipal Building. December 24. 1980 at 10:00 o'clock a.m.. Present were Mayor MacNab.
Commissioner Vollmer. Commissioner Stiff. Commissioner Swanson. Commissioner Mathre. City
Manager Gesko. City Attorney Planalp. and the Clerk.
~1ayor MacNab opened the meeting with a prayer whereupon the minutes of the regular meeting
held on Wednesday. December 17. 1980 were approved as submitted.

Bozeman Community T. V. - permitted use in a B-2 Zone
A letter received from Robert J. Briney. Manager of Bozeman Cable T.V. petitioning the
City to determine whether a Microwave Receive Tower is a permitted use in a B-2 "Community
Highway Business District" zone. was presented.
At present. the Bozeman Community T.V. uses a microwave receive tower which is erected on
the roof of a building adjacent to the Bozeman Hotel. but the use of those premises for an in-
definite period is presently in doubt.
The operation of a cable T~V. business is presently a permitted use in the B-2 zoning
district. Whether or not the erection and use of such a tower can be considered a direct
accessory use to the conduct of that cable T.V. business is a matter of interpretation.
The City Manager advised the Commission that the tower that is to be erected is a free-
standing tower without guy wires.
Following a thorough discussion. the Commission suggested that they delay action on the
request for a period of one week in order that surrounding property owners might be informed
of the proposed tower through the news media.
Master Plan Amendment for discussion - James Dobrowski
This was the time and place set to hear the request of James Dobrowski for an amendment to
the Bozeman Area Master Plan.
The applicant seeks a master plan amendment for Certificate of Survey #935 in W~. E~. NE~.
521. T2S. R5E. located south of Stucky Road. 330 feet west of Cottonwood Road. containing approxi-
mately 10 acres.
The amendment would change the land use classification from Agricultural to Residential
Rural Suburban.
The Planning Director presented the staff report which recommended denial of the Master Plan
Amendment.
Following discussion. the Commission continued the public hearing on the Master Plan Amendment
for a period of one week for an on~he~round inspection and further study of the amendment.

Don Barrick- Status report energy consumption for past five years
The Building Inspector. Don Barrick. appeared before the Commission to explain the energy
conservation program for the City of Bozeman. Mr. Barrick has done some related work on the
City's energy consumption during the past five years.
Mr. Barrick presented some graphs showing the five year comparison and projected those
figures for the next ten years.
The Commission thanked Mr. Barrick for the excellent job he has done on the energy conser-
vation program.
Master Plan Amendment procedure - continued public hearing
This was the time and place set for the continued hearing on the Master Plan Amendment Process.
The Planning Director explained the proposed formal Master Plan Amendment procedure.
Following discussion. the Mayor declared the public hearing closed and a recommendation will
be forthcoming on Wednesday. December 31. 1980.
Applications - 1981 Beer. Wine and Liquor Licenses
This was the time to renew the beer. wine and liquor licenses for the year 1980. A total
of 55 applications have been received. along with the required fee:

It was moved by Commissioner Vollmer. seconded by Commissioner Stiff. that the beer. wine.
and liquor license applications for 1981 be approved. The motion was carried by the following
Aye and No vote: those voting Aye being Commissioner Vollmer. Commissioner Stiff. Commissioner
Swanson. Commissioner Mathre. and Mayor MacNab; those voting No. none.
Application - Hilltop 55 Beer License
The City Manager presented the application for an off-premises beer license. along with
the appropriate fee. for the Hilltop 66 Station.
It was moved by Commissioner Stiff. seconded by Commissioner Swanson. that the Commission
approve the application for the beer license contingent upon approval by the Police Department.
The motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Stiff. Commissioner Swanson. Commissioner Mathre. Commissioner Vollmer. and Mayor MacNab.

File report of Broad Valleys of Federation of Libraries for November
The City Manager commented on the report of the Broad Valleys of Federation of Libraries
for November and recommended acceptance of the same.
It was moved by Commissioner Swanson. seconded by Commissioner Mathre. that the report of
the Broad Valleys of Federation of Libraries for November be accepted and ordered filed. The
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Swanson.
Commissioner Mathre. Commissioner Vollmer. Commissioner Stiff. and Mayor MacNab; those voting
No. none.
Budget-Accounting Department
A short discussion was held in regard to the budget. Commissioner Stiff advised the Commission
that the qualifications should be raised. Feels they should be talking about two upgraded positions.
Mayor MacNab advised the Commission that this would be discussed at the retreat to be held on
Tuesday. December 30. 1980. at 3:00 p.m. at the home of Mayor MacNab.
Di scuss Ci ty owned property by City Employees
Commissioner Mathre advised the Commission that a discussion should be held on City owned
property by the City Employees.
Mayor MacNab said this subject would be discussed at the retreat on Tuesday. December 30. 1980.
Repurchase Agreement
The City Attorney advised the Commission that letters had been sent out on the repurchase
agreement on Tuesday. and answers should be received very soon.
Legislative meeting
The Commission will meet with members of the Legislature on Wednesday. December 31. 1980 to
discuss proposed legislation.
Retreat
The retreat has been scheduled to be held on Tuesday. December 30. 1980. at 3:00 p.m. at the
home of Mayor MacNab.
Adjournment: 12:15 p.m.
With no further business to come before the Commission at this time. it was moved by Commissioner
Mathre. seconded by Commissioner Vollmer. that the meeting be adjourned. The motion was carried by
