Project Description: An informal review application for advice and comment on the proposed construction of a large scale retail grocery story building with associated parking and related site improvements.
Project Location: 2755 Max Avenue, northwest corner of Cattail Street and Max Avenue.
Recommendation: Informal comments only Summarized from the analysis of Bozeman Design Objectives Plan, 2005, the following design directives were reoccurring:
• Bring the building to the Cattail Street setback; remove parking and circulation between the building and the street.
• Bring the primary entrance close to the street edge or provide a strong second
entrance at the street edge with a plaza and entrance that creates a place and not
just a transitional area.
• Provide innovative building design representing Bozeman’s unique urban design
character – as opposed to standardized franchised architecture.
• Building design must respond to the environment and fit in with the context of its
site and neighborhood. The building should have more urban design within its context.
• Landscaping must provide a visual buffer to the parking and to provide tree
canopy over all parking areas.
• Provide a site design using landscaping, hardscapes, etc. with an emphasis on greenery to draw in pedestrians and break up the large parking fields.
• Use a creative approach to the palette of building materials, as well as the
selection of appropriate materials that fits in the context and fabric of the environment and neighborhood.

• Open the building up with storefront windows and glazing. The building must be
articulated more horizontally and vertically and be broken up into more traditional
building modules in order to comply with design guidelines.
Bozeman Design Objectives Plan (2005)
Objectives of Neighborhood Wide Design (pg. 10)
Note as stated in the Design Objectives Plan, “…the objectives and guidelines
are intended to suggest aspects of the design to be addressed by the applicant and the design review authority. The guidelines are meant to indicate preferred conditions, but not without allowing for other equal or better solutions to be considered.” The project design must take into consideration its relationship to other buildings and site development both within the Gallatin Center PUD and the adjacent neighborhoods (Cattail Subdivision and development along N. 19th Avenue). Design treatments must convey a sense of visual continuity, but refrain from repeating design components and materials, which would be monotonous and lack interest. Because of the size of the proposed building, design components that create interest and break up monotony are paramount in this application.
Chapter 1 Neighborhood Design Guidelines (pgs. 11-14)
“Provide public green space, when feasible” and, “The use of a coordinated
landscape design shall be used along the street edge to establish a single
identity for the area and to buffer the view of cars in parking areas.” The proposed building sits on the corner of the site with the street to the south (Cattail) being the main traveled way and access to the site. How the project addresses Cattail Street is of paramount importance in the site design. The landscape plan suggests a buffer of trees and finer grained landscaping to buffer the parking area from the adjacent streets. This buffer must provide a minimum 4’ high by 4’ wide consistent landscape screen through all four seasons. An additional line of street trees along the Cattail street frontage in the boulevard is required by underlying zoning. Staff recommends that the landscape design seek to create spaces along the pedestrian entrances into the site that provide the ability to stop and rest, to enjoy the space through hardscape and landscape, and not just a place by which to pass. The retention and detention ponds must be naturalized, enhanced and landscaped as an amenity as required by underlying zoning. The proposed green space north of the building is located in an area with limited visibility and could provide an area for entrapment. Staff recommends eliminating

this space unless the space is connected in a significant way to building activities including continuous views into the site. The PUD plan was to provide continuous building frontage in this location with no breaks in the façade.
Auto Connections (pg. 12) The automobile circulation between the building and Cattail Street is not consistent with other guidelines and must be removed. The other internal automobile circulation within the planned unit development is supported and is consistent with guidelines.
Pedestrian and Bicycle Circulation (pg. 13) The southward continuation of the pedestrian sidewalk in front of Staples is anticipate with this project. A pedestrian/bicycle link should be provided to the regional pedestrian path to the west. Standard bicycle parking cutsheets were provided and conform to standards. Each bicycle space must have two points of contact on the rack. The bicycle parking is proposed in an area required to be an internal landscape island to define the parking areas. The bicycle parking location must be placed closer to the building entrance. A safe, illuminated, and visible bike parking area should be identified. Staff recommends that the bicycle parking be covered.
Chapter 2 Site Design Guidelines (pgs. 15-35)
Views (pg. 18)
“Enhance views from the public way to scenic natural features and landmarks
when feasible.” It is understood that building orientation cannot be shifted to optimize mountain views because of the lot space and the nature of box stores. However, slight geometrical changes to the building can help with views. To comply with other guidelines the primary entrance must be moved to the south east corner of the building or a secondary entrance must be provided. This will enhance views and create interest and provide customers exiting the building views to the east and to the south. In order to comply with the overall PUD design and existing context, this large store has little opportunity to change the footprint location that will generally be in line with the other stores to the north. The street frontage, storefront design and outdoor, public space must be utilized to enhance views to the mountains located to the northeast, east, and south of the site.
Site Drainage (pg. 21)

“Site drainage should be planned such that it minimizes negative impacts on natural site features. It also should be designed as an amenity that is incorporated into the overall landscape scheme. In addition, planning site
drainage to be handled in a regional system is encouraged.” The site retention and detention are not designed as amenities or integrated into the site design or landscape scheme. Parking areas are not designed to minimize runoff. More the than the minimum required parking is proposed, overflow parking areas are discouraged. Low Impact Development principles such as bioswales within the parking area and pervious pavers must be utilized for any parking above the minimum required. This must be clearly demonstrated on a formal submittal.
Building Placement (p.23)
“Organize the public edges of a site to provide visual interest to pedestrians”
“Locate a building entry near the sidewalk edge with an entry plaza and landscape, when feasible…this is especially important for commercial uses.”
“A building shall be positioned to fit within the general setback patterns specified for the corridor.”
“Consider solar orientation and access when siting a building.” The building placement and site design do not comply with guidelines. The building must be located along the required setback at Cattail Street with the building entry near the sidewalk edge with an entry plaza and finer grained landscaping. The south elevation of the building must be enhanced with features such as storefront windows, display cases, vertical and horizontal façade articulation, landscape features (vertical green features), deep awnings, trellises, outdoor seating and covered arcades. The southern edge of the building has solar access and could include solar pv panels on that elevation to provide pedestrian interest and address solar orientation.
Outdoor Public Spaces (pg. 24)
“Develop an outdoor public space as a focal point for the site.”
“Connect an outdoor public space with major building activities.” Because of the location, the traffic and the connection to the neighborhood to the west requires careful design consideration with strong concern for the Cattail Street intersections with Max Avenue and North 27th Avenue. To comply with other design guidelines, the building must front onto Cattail Street and the primary entrance must be moved toward the southeast corner of the building. This frontage and entrance location provides an opportunity to develop an outdoor focal point for the site at the primary drive and pedestrian access to the site along Cattail Street.

Decorative paving, planters, seating, outdoor sales areas, public art, and pedestrian scaled lighting are all strongly recommended in order to comply with guidelines and to make the space a place rather than a left over area on the site.
“Design a public space to be actively used.” The design is similar to many throughout the country where the automobile is foremost in the design. Reconsider the building design and its relationship to the site development to create space that can be “actively” used. Within plaza and public space best practice dictates creating semi-enclosed spaces, spaces that are protected from the elements and spaces and building forms that allow extended seasonal use (shade in summer, sun in winter) and promote and encourage the user to stay and enjoy the space and the services offered on site.
Pedestrian and Bicycle Circulation Systems (pg. 26)
“Link the various functions and spaces on a site with pedestrian ways in a coordinated system.” Pedestrian ways are coordinated in a fashion typical to the surroundings and is in context. The primary pedestrian entrances into site from Cattail Street and Max avenue must emphasized with a wider sidewalk section to signify their importance.
“Use decorative or textured paving, to identify crossing points.”
“Define the sidewalk with landscaping, paving and pedestrian-scaled lighting.” Landscaping, surface materials and lighting will significantly enhance the pedestrian experience. Those design elements have the ability to promote an inviting environment that draws in both pedestrian and vehicular traffic. No pedestrian scaled lighting is provided. The lighting design must incorporate pedestrian scale lighting and low-level lights to signify the pedestrian routes to and through the site, and establish a feeling of safety. Scored concrete crosswalks must be provided where pedestrian pathways cross drive aisles. A larger scored concrete crosswalk/pedestrian zone should be provided at the main entrance to the store.
Site Lighting (pg. 32)
“Site lighting should be designed to facilitate safe and convenient circulation of motorists, bicyclists and pedestrians. Light levels should be sufficient for safety.” Refer to comments in pedestrian lighting section above.
Utilities and Service Areas (pg. 33) Limited information is provided on service area screening. Utilities and service areas comply with guidelines for location. Areas must comply with guidelines for

screening and underlying zoning for off street zoning. Full masonry screen walls are required to screen truck dock, compactor and generator.
Landscape Design (pg. 34) Note existing mature vegetation on the site plan to remain. Identify how plantings and other landscape design features are utilized to help signify the buildings entrances and how these features are coordinated with other landscape elements as part of the Master Plan. Show locations of any ground-mounted equipment and indicate appropriate buffers. (Refer to previous comments regarding landscape design)
Buffers (pg. 35)
“Provide a landscape buffer at the edges and between parking lots… it may be desirable to provide a landscape buffer between a recreation trail and/or open space. These should complement the natural character of the site.” This could be developed further and work with the other design objectives as mentioned in previous comments. Confirm buffer complies with underlying zoning requirements.
Building Design Guidelines (pg. 38)
“Innovative new designs that draw upon regional design traditions are
preferred.”
“Buildings in the commercial corridors should convey a high quality of design in
terms of their materials and details, as well as through a consistent
organization of forms and elements. This quality should establish a standard
for design throughout the community.” The design is not innovative nor does it draw upon regional design traditions. The proposed design does not convey a “high quality of design” in either materials or details. It does not have a consistent organization of forms and elements. It is indistinguishable from any other large scale retail developments found across the county and does not relate to the regional urban character and design throughout the community. See attached examples in packet.
Primary Building Entrance (pg. 39)
“The primary entrance of a structure should orient to a street, major sidewalk,
pedestrian way, plaza, courtyard or other outdoor public space.”

The primary entrance is incorrectly oriented to the center of the parking lot. The primary building entrance must be relocated to the southeast corner of the building and address the street with a strong pedestrian entrance and plaza. The public space at the front of the store needs to be more developed and provide a place rather than just a transitional zone as shown.
“Develop the street level of a building to provide visual interest to pedestrians.”
(pg. 41) All sides of this building do not include interesting details and materials to avoid presenting a back side to neighboring properties and the street. The building has no street level interest on any side of the building. The building does not have pedestrian scale features typical of the Bozeman community designed into the building such as storefront windows, display cases, vertical and horizontal façade articulation, landscape features (vertical green features), deep awnings, trellises, outdoor seating and covered arcades.
Building Mass and Scale (pg. 42)
“Divide a building into modules that express dimensions of structures seen traditionally… Change material or color with each building module to reduce the perceived mass; change the height of a wall plane or building module;
change roof form to help express the different modules of the building mass.” The current design of the proposed building does comply with this guideline for mass and scale. Please refer to page 42-43. The building is not divided into modules that express dimensions of structures seen traditionally. There are façade planes that exceed 100 feet without the required articulation into subordinate elements. The building does not employ all of the required design techniques on the building noted in E.2. on page 42 of the guidelines. The façade componenents are not expressed in wasy that establish human scale. The primary entrance does not have human scale. The building does not use building materials that establish human scale. The building does not relate the the adjacent residential development as required.
Building Materials (pg. 46)
“Materials that reduce the perceived mass of a building and appear to blend with the natural setting should be used.”
“Materials that are highly reflective or that do not convey a human scale are
inappropriate as primary building materials.” Masonry is a recommended building material in the guidelines and consistent with other buildings in the vicinity, however the application and in conjunction with the

form is monotonous, does not present a pedestrian scaled building and does not blend with the natural setting. The design is not connected to the location, geographically or culturally, and could be found in any U.S. city. Other materials can be used to emphasize the mountain geography and culture that better fits in with the Bozeman community.
Color (pg. 48)
“Use muted colors and earth tones.” The design is conforming to the standards but please refer to the previous comment in regard to avoiding monotony through use of material.
Sign Design Guidelines (pg. 49) Limited large channel letter signage is proposed that is consistent with guidelines.
Corridor Specific Design Guidelines North 19th Avenue & Oak Street (pg. 69) “The North 19th Avenue portion (of the North 19th Avenue and Oak Street Entryway Corridor) is the most heavily traveled road in town and for that reason, it is particularly important that development occur in a manner that supports the overall goals of the corridors. For this corridor specifically, the
goal is to establish a greensward as the foreground, to provide a sense of the
connection with the agricultural heritage of the area and to maintain view
opportunities to the mountains beyond.”(pg. 69)
The proposed building is a standard franchise design that is not an innovative new design based upon regional design traditions. The building is replicable for varying locations across the country, which renders it unresponsive to any of its surroundings. The grocery store must be designed to comply with the design guidelines and integrate into Bozeman’s landscape and culture. “In general, primary access to most developments will be by automobile, although the area should continue to be enhanced with pedestrian and bicycle use, especially linking to established systems.”(pg. 69) 19th is mainly traveled by automobile, however, since the site location is adjacent to neighborhoods, pedestrian accesses and connections into and through the site benefit the businesses and neighborhood.

“Buildings should be subordinate to the broad landscapes and vistas of the corridor and should reflect the regional design traditions of farming and ranching, yet in creative, contemporary ways.” (pg. 70) The building design does not reflect regional design traditions nor does it highlight the vistas and landscapes of Bozeman.

“Parking lots should be located to the interiors of lots to the extent feasible and should be screened with landscaping where they are exposed to the road.”(pg. 70) The submitted site plan shows the parking lot having maximum lot coverage. Again, this is standard for box stores and is actually in context with the adjacent buildings. This does not mean that it shouldn’t be minimized, however, and there is an opportunity for creative landscape design. Tree canopy is a priority in all parking lots and should be maximized.
“This corridor should provide a ‘green edge’ approach into the city, with an
emphasis on landscaping.”(pg. 71) The site plans presents a ‘green edge.’ Consider the use of creative landscape treatments that create a connection with agriculture and ranching traditions. “Enhance residential neighborhood and community pedestrian and bicycle connections.”(pg. 71) “Invite the pedestrian and bicyclist to use the corridor: encourage the development of boulevard trails and bike lanes, and enhanced crossings.”(pg. 71) The site provides an opportunity to connect to the adjacent neighborhoods and other businesses. Currently this kind of connectivity is not shown. Locating the building adjacent Cattail Street and removing the parking and circulation between the building will better connect the development to pedestrian and bicycle infrastructure.
“Signage should be visually subordinate to the landscape and should be integrated with the developments with which it is associated.” (pg. 71)

In the proposed design, the building itself acts as the sign as a recognizable grocery/box store franchise architecture and is in opposition to the Bozeman Design Objectives Plan.
“Neighborhood and regional commercial development, consistent with the
Bozeman growth policy, should present a low-key character that blends into the
surrounding area.” (pg. 71) There are already many examples of large scale retail design that were approved under previous regulations and prior to the current design guidelines within the Design Objectives Plan approved in 2005. These examples should not be replicated. Bozeman guidelines require innovation and a design quality that is consistent with the community character and landscape. The proposed building design is not responsive to the local environment and is not unique or innovative in its design. See attached examples in packet.
