SUBJECT: Contract Agreement for the Installation of Two Stormwater Treatment Units

RECOMMENDATION: Authorize the City Manager to sign a contract with Duneman
Construction, Inc. for the installation of stormwater treatment units at W. Lamme and N. 11th and
S. Rouse and E. Lincoln.
BACKGROUND:
On December 1, 2015, the City implemented a Stormwater Utility to improve the management of
its stormwater discharges. The Stormwater Utility collects and allocates $1.2 million annually for
these efforts, which include reoccurring system maintenance, program administration,
infrastructure upgrades, and system enhancements.
This contract covers the installation of two in-line mechanical separation units designed to
separate and collect pollutants from flowing stormwater. The benefits of this project include
decreased pollutant loading into Bozeman and Mandeville Creeks and a measurable step towards
MS4 Discharge Permit compliance.
Staff solicited two quotes for this project to meet the City’s purchasing policy for services
totaling between $5,000 and $79,999. Duneman Construction Inc. submitted the low bid at
$76,440, which was in-line with the engineer’s estimate.

ALTERNATIVES: Disapprove
FISCAL EFFECTS: The Stormwater Division’s FY16 budget includes approved
funding for the cost of this project.
