SUBJECT: UDC update discussion items for continued promotion of affordable housing. The Community Affordable Housing Advisory Board (CAHAB) has a role to promote affordable housing. The defined purpose is as follows: The purpose of this board is to provide recommendations to the Commission on requests for expenditures from the CDBG Revolving Loan Fund for housing and from the Community Housing Fund; to advise the Commission on affordable housing needs, issues, policies, and regulations; to work with the City and other groups to formulate programs and projects for meeting Bozeman's affordable housing needs; and to advise the Commission on affordable housing plans for annexations and any related development proposals. As the Unified Development Code is going through the revisions and updates, CAHAB has been had numerous discussions both internally as a group and with partner organization such as HRDC on a variety of amendments that would further the promotion of affordable housing. Below are the discussion points. We are happy to attend meetings or provide more information if needed: 1. Lot size reductions for Townhouse lots are 2,500 SF. Unfortunately the language that allows the interior lots to be “averaged” (afforded to the market rate lot) is not part of the affordable language. Updating the language to ensure flexibility would enhance the options for the affordable lots. 2. Amend the Affordable Housing Ordinance than indicates the housing within a subdivision must all be “similar”. This would allow lots and structures for affordable units more flexibility and cost savings. The current language creates an affordability barrier on the part of the developer, who is required to simply price one structure less than the rest. 3.
