Feb 9, 2016 – Tuli Fisher moves to approve the minutes. Second by Pat Jacobs – Board votes unanimously to approve. 2. Mar 8, 2016 – Kelsey Matson did not have the March minutes available for the board to approve, so they will be distributed for the next meeting. Motion by Tuli Fisher to table approval of the minutes for the next meeting. Pat Jacobs seconds. Board unanimously approves. F. 06:14:59 PM Invited Guests – no invited guests G. 06:15:02 PM Action Items – No Action Items H. 06:15:16 PM FYI/Discussion 1. 06:15:26 PM Standards and guidelines revisions Kelsey Matson begins by thanking Pat Jacobs for bringing the revisions to the board’s attention. Kelsey gives an overview of what changes she noticed were being presented. There is a focus on revising the best practices. Kelsey discusses the relevance to the Board with regards to the changes being presented. Specifically for structures from the 60’s, 70’s, etc. It’s important to note the differences in best practice for those structures versus earlier structures. Kelsey Matson states that the comment period is still open for anyone who may have some feedback to the proposed changes. 06:21:23 PM Pat Jacobs states that she was surprised at the changes since she had not seen anything written previously that these guidelines were being updated. She states that the reason she brought it up was because those standards are addressed in the NCOD guidelines, as they currently exist. She feels we should consider the federal-level changes as we revise the NCOD guidelines. In addition, we need to consider buildings as we move forward. How do we determine what is historic. 06:23:42 PM Kelsey Matson states that she added this to the agenda just so everyone was aware of what was going on. Kelsey Matson states that she thinks everyone in the group should consider leadership positions within the board. Her time on the board is coming to a close and they must begin to think about who will be board chair. Discussion among the board regarding how minutes are being kept through the recording and whether written minutes would be necessary. Mr. Saunders explains how the minutes are done. Board considers discussion regarding recording meeting. 2. 06:31:46 PM Historic Preservation Officer report Mr. Saudners begins the HPO report. 06:32:10 PM Ordinance 1927 – Final Adoption was on 4/11 06:33:58 PM Bylaws approved 3/28 06:34:20 PM Tax increment code amendment on hold until Summer 2016. 06:34:44 PM University survey work was done – about 190 people participated. About 500 structures were reviewed. Students just gathered basic info. There is an RFP planned to get someone to determine architectural integrity. Will try to do this again in the fall. 06:38:45 PM On March 28th the City Commission did a work session discussing Inventory of historical buildings, scope of historic preservation and design guidelines. Commission stated to tackle the inventory in parts as resources were available. Commission did recommend looking at potential expansions and contractions to the existing overlay district. Commission recommended keeping the design guidelines as one document and having sections for various areas. There was concern about breaking the community into areas that were too small. 06:42:29 PM UDC revisions for midtown were passed by the commission on 4/11. Mr. Saunders discusses what was approved. Pat Jacobs requests clarification on the maps presented. Mr. Saunders clarifies. Discussion between Mr. Saunders and Ms. Jacobs regarding historical structures. 06:53:14 PM Did receive the CLG grant and they need their CLG report due by 4-30. 06:53:57 PM NPS developed sustainability guidelines for historic buildings. End of HPO report. 06:54:58 PM Tuli Fisher questions when the City will be hiring a new Historic Preservation Officer. Chris Saunders responds in detail. Discussion with board regarding the position.
