Call meeting to order at 6:07 pm Persons Present: Cindy Andrus, City Commission liaison Chris Saunders, Staff liaison Kelsey Matson Merri Ketterer Mark Hufstetler Vicky York Tuli Fisher Members absent: Lora Dalton Patricia Jacobs Guy Crawford B. Changes to the Agenda There were no changes to the agenda. C. Disclosure of Ex Parte Communication There were no disclosures. D. Public Comment – Please state your name and address in an audible tone of voice for the record. This is the time for individuals to comment on matters falling within the purview of the Committee. There will also be an opportunity in conjunction with each action item for comments pertaining to that item. Please limit your comments to three minutes. No members of the public spoke. E. Minutes – February 16, 2016 The minutes of the meeting not being available no action was taken. Minutes will be provided for review in the April meeting. F. Action Items 1. Preservation Award Review (Ketterer) Review the received nominations, discuss their relative merits, and determine which, if any, awards should be granted. Board members reviewed the three submittals. There were concerns on the number and quality of submittals. Substantial discussion on the awards program and whether it would be effective with these items. Discussion of alternative means of identifying potential award nominees. Recognition that there were problems with the web based submittal system this year that could have discouraged some submittals. Discussion of whether it would be effective to reschedule the awards and seek additional nominations. Vicky York moved to cancel the 2016 historic preservation awards. Tuli Fisher seconded the motion. Mark Hufstetler offered a friendly amendment to consider additional means of encouraging nominations. Vicky York and Tuli Fisher accepted the amendment. The question being called the motion passed 5-0. 2. Discussion and vote regarding possibly changing the meeting location to the City Commission chambers, 121 N. Rouse Ave. Chris Saunders explained that relocation would improve minute taking as the recording equipment in the Commission chambers enables an audio record of the meeting to be made. Discussion on the possible benefits of moving locations. Mark Hufstetler moved to relocation the Board meetings to the Commission room. Merri Ketterer seconded the motion. No discussion, the question being called the motion passed 5-0. 3. Election of Officers Discussion of the officers needed, duties of the officers, and officers currently serving. Current president will complete term but will be leaving the Board. Mark Hufstetler moved to continue the item to the April meeting. Merri Ketterer seconded the motion. No discussion, the question being call the motion passed 5- 0. G. FYI/Discussion 1. Historic Preservation Officer report Chris Saunders reported on upcoming Commission action on municipal code revisions for HPAB duties and composition and tax abatement. Bylaw revisions will be considered on March 28th. The MSU School of Architecture has volunteered service to assist in gathering field information for cultural resource survey updates. A date is being finalized for 2016. It appears this will be an on-going effort. H. Adjournment Meeting was adjourned at 8:42 pm.
