HomeMy WebLinkAbout08-11-16 INC Minutes THE INTER-NEIGHBORHOOD COUNCIL (INC) MEETING OF BOZEMAN, MONTANA DRAFT MEETING MINUTES Thursday, Aug. 11, 2016 Attending: Jennifer Rockne (SCAN), Kathy Powell (UNA), Ginny Cowan (BCNA), David Chambers (NENA), Kirk Johnson (MarLin), Lisa Prugh (Cooper Park), Gail Mac- Millan (BPNA), Maddy Weisz (VUNA), Bob Wall (SENA). QUORUM Present Lisa Kirk (on behalf of Allen Kirk, BPNA) Jessica Johnson (City’s neighborhood coordinator) Carson Taylor (Mayor) 4:30 Jennifer convened the meeting Small conference room at the Library Public comment: Lisa Kirk Neighborhood members attended Parking Commission meeting to request a parking dis- trict. Requested help from the City Commission, in particular whether neighborhood could collect its own data to feed into the process. Made a plan today with Tom Thorpe to assess parking in the city (especially near downtown). Lisa mentioned that there has been discussion by neighbors around Cooper Park about the same issue recently. Process requested by Parking Dept. – data collection every two hours, record cars parked. It would be good to do this within the next couple of weeks, to get summer numbers. Would take about one week. Gather data then decide whether it warrants a request for a parking district. Would like to find out if there are other downtown-adjacent neighborhoods that are inter- ested. Trying to recruit 10 people from BPNA. Jessica proposed setting up a meeting of interested people with Lisa, Tom Thorpe, Jessica to organize. Bogert Park, Marlin, SCAN, NENA might be interested. Reviewed July minutes. David moved to accept. Maddy seconded. Motion passed unani- mously. 5:00 Special Presentations - Jessica Process to address concerns by neighbors near the stadium about noise. Jessica organized a meeting with the Athletics Department that helped to address concerns. Jessica suggest- ed that people can take advantage of Jessica and the City to help address concerns, with MSU and with others. Amy Kanuch, MSU co-chair of the Good Neighbor Committee, will start distributing a monthly newsletter about items of interest at MSU. Next Tue. night, meeting regarding new Heeb’s at Beall Center. 5:30 meeting next Wed. at Willson School with Homebase, developer of the proposed Black-Olive development. Developer suggested it would be useful to invite people who have had some experience with similar development. Lisa Kirk asked if INC might be able to recruit or suggest people. Energy Smackdown competition (Sustainability program) will be held again from Oct. 1 – Dec. 30. Natalie Meyer will come to next meeting. The committee is considering prizes that might be of interest to neighborhoods for a neighborhood-level prize. Jessica ordered nametags for INC members. Should arrive soon. INC had a booth at the National Night Out. Jessica had nametags where people could fill in their neighborhoods. MSU move-in event happens Wed., Aug. 24. Flanders Creek NA trying to organize. Meeting Sept. 20 at Meadowlark Elementary. Jessica has a process and template for groups that would like to start organizing a neigh- borhood association. Contact Jessica. NextDoor has added 1700 people after the announcement went out in the last utility bill. Jessica met with a non-profit, Family Promise. Doing their Sleep Out event, Cardboard Box City, coming up. Good Neighbor Committee is doing yard signs to welcome students back – people can pick them up to put in their yards. Also doing door hangers for the Good Neighbor events. Will be delivered end of Sept. Mention that people can nominate neighbors for Good Neighbor awards. New program, Walk This Way, will have a pilot in Sept. Volunteers, City staff, MSU staff, will stand along streets from 1:00 to maybe 3:00 AM one night each weekend to talk to students about being respectful as they get home at night. Jessica will send out a sign-up sheet for volunteers. Next Monday, Jessica will send out a memo about Bozeman entryway corridor plan. One of the planners will come to discuss at next meeting. 5:25 Action Items Jessica asked if there are any changes required to the responsibilities agreement for INC members. Distributed copies to sign. Jennifer asked people to return them next meeting if they aren’t ready to sign tonight. Decided to table review of goals document and discuss next meeting. Jessica has previ- ously emailed the document. Neighborhood association updates: BCNA planning Ice Cream Social next month at Christy field. NENA – construction central now. UNA planning annual meeting 3rd or 4th week of Oct. SCAN – trying to assemble steering committee to plan fall event. A lot of discussion about Black-Olive development. VUNA – planning first neighborhood gather- ing sometime in early fall. SENA – need to start planning meeting. MarLin – annual pic- nic in Lindley Park end of month. Heebs development is of interest to neighbors. Meeting next Tuesday. A lot of discussion about entrance to site. Cooper Park – new dog fountain in Cooper Park. Some discussion about parking for long term rentals and MSU stu- dents/staff. Jessica mentioned a very preliminary plan for some housing on the Pizza Hut site. BPNA – annual social event planned for mid-Sept. Also very involved in discussion about Black-Olive development. City is planning to rebuild East Olive next year – 15% SID from property owners that front that street. Discussion about city code that requires only one parking spot per dwelling unit in B3 zone. 5:40 Mayor’s Update Short-term rentals – Commission met Monday. Decided to not accept requests for Condi- tional Use Permits from R1, R2, and two other zoning designations that require CUPs for short-term rentals while City investigates issues. Hope to schedule a meeting for con- cerned individuals to discuss. Goal is to develop a plan and an enforcement strategy. Try to duplicate the process that was used for medical marijuana plan, since people viewed that process as successful. Law and Justice bond will be a big issue. City is exploring options for raising revenue other than just property tax, but it is something that will require backing of state legisla- ture. The county could levy a 2 cent/gallon gas tax, but it would require agreement of all three County Commissioners. Gas distributors have said they will oppose it. There will be a neighborhood meeting planned for Sept. 22 regarding the Law and Justice Center bond issue. It will probably be held at the High School. 6:00 No objections – meeting adjourned.
