HomeMy WebLinkAboutTIF Minutes 3-16 / Downtown Tax Increment Finance Board Meeting Minutes March 8, 2016 Attending: Bobby Bear, Vonda Laird, Bob Lashaway, Bill Stoddart, Jeff Krauss, Chris Naumann Absent: Shannon Haish Bob Hietala Public Comments: None Disclosure: None Minutes ACTION: Bill Stoddart moved to approve the February minutes as presented. Bob Lashaway seconded the motion. All voted in favor. Financial Report Chris presented the finance report as of March 7, 2016. No new income to report since the February figures. The most recent expenses included: $15,700 for Intersection Cable Anchor repairs and approximately $11,700 for Fiber Network engineering. The board had no other questions regarding the finance report. Executive Director’s Report Technical Assistance Program Update—NO CHANGES Four grants have been awarded in FY2016—shown at the bottom of the chart. The chart also lists uncompleted grants that were awarded in FY2015. Keep in mind that the committed grant amounts are only tentative since the actual reimbursement amount will be determined as a one to one match upon completion of the grant work. As a reminder, the Planning grants have a $7500 cap and the Façade grants are capped at $3000. Bold listings indicate completed. / Downtown Fiber Network Project Update Two construction bids were received for the installation of the fiber conduit within the Downtown and North 7th urban renewal districts. Saunders Line Construction was selected as the “lowest, most responsible” bidder. The City Commission approved the Letter of Award on Monday, March 7th. The contract is to be completed within 65 days of the notice to proceed. Considering the bid price for the downtown work is just $343,478, the board may want to consider a second phase of work with the remaining budgeted funds. / Building Project Updates—NO CHANGES Lark Addition (corner of Grand and Main) 4-5 story building with 28 new Lark hotel rooms. Passed through DRC and DRB. CC consideration March 7th. 5 West Building (northwest corner of Mendenhall and Tracy) Construction began on Friday October 2nd with the demolition of the old Opportunity Bank building. Scheduled to open in Jan/Feb 2017. Etha Hotel (old Armory building) the project has all the entitlements and permits needed to begin construction but no start date has been publicized. Willson Residences (old East Willson School) being redeveloped into 18 residential units with underground parking. Partial completion scheduled for Summer 2016. Brian and the board discussed how the new map (if adopted) would impact the redevelopment of existing buildings within the floodplain as well as new development. There would be considerable requirement for any type of development within the floodplain. The board also discussed what role if any Mill Ditch could play in mitigating the extent of the floodplain downtown. The board agreed this was an important question to ask and answer. The overview documents are included at the end of these minutes. TIF Board Composition Discussion Chris followed up on the discussion from February about identifying some new board members that would represent downtown property owners and one of the economic development organizations. Chris suggested Brian Caldwell and Jason Parks as downtown property owners that are very engaged and have a high-level of financial and development savvy. He also suggested the following econ dev professionals: Sarah Fitzgerald and Pete Koson from MCDC; Paul Riechert and Suzi White from Prospera. The board agreed all of these individuals would make great additions to the board. Chris will reach out to them. FLOODPLAINS IN THE CITY OF BOZEMAN The City of Bozeman is a participating community in the National Flood Insurance Program and regulates development within the special flood hazard area (aka the 100-year floodplain). The special flood hazard area is delineated by the Federal Emergency Management Agency on Flood Insurance Rate Maps (FIRMs). Buildings with a federal secured mortgage located in the special flood hazard area are mandated by federal law to carry a flood insurance policy. How to tell if a Building is in the Effective SFHA Contact the city’s Floodplain Administrator and request an official Flood Insurance Rate Map Determination be completed. Draft maps have been completed. Preliminary FIRMs are in development and should be released in Fall 2016. Coming Soon….City of Bozeman is developing an online map that will depict the new SFHAs.
