Board Meeting Minutes

ACTION: Bill Stoddart moved to approve the October minutes as presented.
Bob Hietala seconded the motion.
All
voted in favor.
Financial Report
Chris presented the finance report as of November 17, 2015.
The most recent expenses included: $11,436 for the intersection cable anchor structural
analysis; $6685 for a technical assistance grant; and $7980 to TD&H for the continuing streetscape engineering.
The board had no other questions regarding the finance report.

Director’s Report
Technical Assistance Program Update—NO CHANGES
One grant has been awarded in FY2016—shown at the bottom of the chart. The chart also lists uncompleted grants that
were awarded in FY2015. Keep in mind that the committed grant amounts are only tentative since the actual reimbursement amount will be determined as a one to one match upon completion
of the grant work. As a reminder, the Planning grants have a $7500 cap and the Façade grants are capped at $3000. Bold listings indicate completed.

Building Project Updates—NO CHANGES

West Building (northwest corner of Mendenhall and Tracy) Construction began on Friday October 2nd with the demolition of the old Opportunity Bank building.
Block M Residences (on Lamme
between Black & Tracy) Construction of Phase 2—8 additional units—should be completed Fall of 2015.
Dutton Building (131 West Main--corner of Grand and Main) Completed and occupied.
Etha
Hotel (old Armory building) is planning to begin construction in November. The encroachment permit for the site was completed and signed several weeks ago. Therefore the project has
all the entitlements and permits needed to begin construction.
Element Hotel (at old Kenyon Noble site) Opened September 22nd!
Willson Residences (old East Willson School) being redeveloped
into 18 residential units with underground parking. Partial completion scheduled for Summer 2016.
Downtown URP Amendment
The Downtown Urban Renewal Plan amendment process includes the
following public meetings to be held at City Hall:
November 17 (6pm) Planning Board Recommendation
December 7 (6pm) City Commission Public Hearing and First Reading of Ordinance
December
28 (12pm) City Commission Final Adoption of Ordinance on Consent
GVLT Burke Park Bridge Update
GVLT began construction on the Burke Park bridge two weeks ago. The project is expected
to be complete by the end of November. GVLT will be hosting a dedication ceremony at 3:00pm Saturday December 5th (prior to that evening’s Christmas Stroll).
Discussion and Decision
Items
Transportation Master Plan
Jeff Key of Peccia & Associates presented an overview of the current Bozeman Transportation Master Plan (TMP).
“The TMP is intended to facilitate community
goals and improve the transportation infrastructure and services within the Bozeman area to meet the needs of existing and future land use. The TMP will address all modes of transportation
in a balanced attempt to meet current and future needs while complying with State and Federal requirements. Specifically, the TMP will achieve the following overall objectives:
Coordinate
transportation planning with existing and future land use and other community plans.
Improve regional transportation circulation and identify primary travel demands.
Promote a safe,
reliable and efficient transportation network for vehicles, bicycles, pedestrians, and the disabled.
Identify improvement priorities, implementation strategies, and policies to maintain
and enhance the functionality of the transportation system.”
Jeff summarized some of the public suggestions submitted specific to the downtown district. The board discussed the need
for a traffic signal at the intersection of North Black and East Mendenhall. The board asked Jeff about the one-way streets: Babcock and Mendenhall. Jeff said that is always a subject
of discussion acknowledging that the traffic engineering indicates they move a considerable amount of vehicle traffic in a fairly efficient manner but they are not the best for pedestrians
and businesses. He suggested that the TMP could include some modelling of how Babcock and Mendenhall would function as two-lane, two-way streets. The board expressed support of that
exercise and asked that Chris make a formal request in writing of such.
Library Parking Lot Funding Request
The board again discussed the request from the Bozeman Library for funding
to support the proposed parking lot pedestrian safety improvements. Bill Stoddart—who is a member of the Library Foundation Board—gave a brief overview of the project which would include
several raised “tabletop” crosswalks that would not only call attention to pedestrians but serve as speed bumps. Bob Hietala said his first thought was to support a small amount of funding
to help with the project. Vonda Laird said she felt that this was not the type of project that warranted TIF funding. Bob Lashaway added that it would not contribute to any increase
in the taxable value of the district since the Library is tax-exempt.
ACTION: Bill Stoddart moved to allocate $10,000 towards the proposed table-top pedestrian crosswalks at the Bozeman
Public Library.
Bob Hietala seconded the motion.
Bill Stoddart voted in favor.
Bobby Bear, Bob Hietala, Vonda Laird, and Bob Lashaway voted against the motion.
The motion failed
on a 1 to 4 vote.
