HomeMy WebLinkAboutBID Minutes 1-15 Downtown Business Improvement District Board Meeting Minutes January 20, 2015 Attending: Eric Bowman Dylan Clarkson, Ileana Indreland, Erik Nelson, Eric Sutherland, Jeff Krauss, Chris Naumann Absent: Mike Basile, Dan Himsworth Public Comments: None Disclosures: Dylan Clarkson announced his resignation from the board due to the fact that he has accepted a job in South Dakota. Minutes ACTION: NONE Chris apologized for failing to distribute the November minutes prior to the meeting. They will be considered for approval at the next meeting. Finance Report Chris presented the financials as of January 20, 2016. He noted that revenues were tracking as expected. In regards to expenses, Chris said all were according to budget. In particular he pointed out that the maintenance payroll expenses were on target. There were no questions from the board regarding the finance report. Executive Director’s Report Maintenance Program Update We currently have one part-time downtown maintenance staff person working three to four days a week. Plus, we also have one part-time garage maintenance staff. Below are the maintenance statistics comparing year-to-date figures from this year (FY16) to the statistics from the same period last year (FY15). FY2015 FY2016 Total Ave/mnth Total Ave/mnth Difference Trash Emptied 2213 368 1747 291 -466 Recycling Emptied 321 53 255 42 -66 Graffiti Removed 89 15 212 35 +123 Parking Plan Public Meetings Update At the “resident and neighborhood” presentation (Wednesday 1/13/16) approximately 8 citizens attended (plus some Parking and City Commissioners and City Staff). The next morning at the Parking Commission presentation (Thursday 1/14/16) only 3 members of the public were in attendance. At the final meeting (Thursday 1/14/16) for business and property owners about 40 people attended. Building Project Updates 5 West Building (northwest corner of Mendenhall and Tracy) Construction began on Friday October 2nd with the demolition of the old Opportunity Bank building. Block M Residences (on Lamme between Black & Tracy) Construction of Phase 2—8 additional units is now complete. Dutton Building (131 West Main--corner of Grand and Main) Completed and leased. Etha Hotel (old Armory building) the project has all the entitlements and permits needed to begin construction but no start date has been publicized. Willson Residences (old East Willson School) being redeveloped into 18 residential units with underground parking. Partial completion scheduled for Summer 2016. Planning Updates In this section I will provide update about several important City planning processes. It was suggested that a new member could be recruited from the financial sector or the restaurant sector. The board agreed it would beneficial to have a property owner with a restaurant business fill the vacancy. Planning Processes Discussion Downtown Parking Plan As background for the upcoming parking plan, Ileana suggested that the Parking Commission prepare and provide an accounting of how the Downtown Parking SID funds were spent and how the parking Cash-In-Lieu fees have been spent. NCOD Analysis Report The board asked Chris to provide a summary and analysis of the NCOD report to then be discussed at the March board meeting. Jeff Krauss commented that the City Commission is interested to know what the downtown boards think of the recommendations in the NCOD report. Downtown Improvement Plan The board discussed that rather than a brand new downtown plan, an update should be considered. All agreed that the existing plan is still solid but a new perspective would be beneficial. It was suggested that perhaps the best consultants to ask to perform the update would be the team that originally developed the current plan. Downtown Parking Plan Update Chris presented the PowerPoint presentation that Rick Williams Consulting gave during three public meetings earlier in January 2016.
