DBID-TIF Board Appointments Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Pearl Michalson, Deputy City Clerk Robin Crough, City Clerk SUBJECT: (Re) appointments to the Downtown Bozeman Improvement District /Tax Increment Finance Board (TIF) MEETING DATE: August 15, 2016 MEETING TYPE: Action RECOMMENDED MOTION: I move to confirm the Mayoral reappointment of Bob Hietala, Bill Stoddart, and Vonda Laird as a voting member to the Downtown Tax Increment Finance Board with an updated term expiring June 30, 2020. And New applicant Cory Lawrence fulfilling a vacant seat expiring June 30, 2018. BACKGROUND: Three voting terms on this board expired June 30, 2016. All existing expired board members have reapplied. Additionally a vacant seat with an expiration date of June 30, 2018 exists and we have received one new application. The Downtown Bozeman Improvement District Board (IDB/TIF) was created under the Urban Renewal Plan, which was adopted by the Commission under Ordinance No. 1409 on November 20, 1995. The IDB Board is comprised of five voting members who shall have a demonstrated interest in downtown Bozeman, and two non-voting members. The Mayor shall appoint the members, with the advice and consent of the City Commission. In accordance with Section 7-15- 4234, M.C.A., members shall serve staggered four-year terms. The voting members shall be residents of the city, and a majority of the voting members shall not hold any other public office under the municipality. Non-voting members must possess a demonstrated interest in downtown Bozeman and may represent a specified list of organizations which include, but are not limited to, the Parking Commission, Chamber of Commerce, MSU/Museum of the Rockies, Gallatin Development Corporation, Bozeman School District, City of Bozeman, Gallatin County and the Downtown Bozeman Association. Non-voting members need not be city residents. This Board is administrative. The IDB/TIF currently has three expired terms with three member reapplying and one vacant seat with one new applicant applying. In Bozeman, I am the president and CEO of Off the Beaten Path, which is a leading company in the 431 adventure travel industry and entering its 31st year, all of which based in Bozeman. Additionally, I am heading up the investment group that is redeveloping the armory in downtown Bozeman into a boutique hotel and event space. I am the principal owner of a separate building in downtown Bozeman and very invested in the long term for Bozeman and particularly, its historic downtown.
