SUBJECT: Reappointment to the Parking Commission

RECOMMENDED MOTION: I move to confirm one Mayoral appointment to the Parking Commission with an updated term expiring June 30, 2020.
BACKGROUND: There is currently one term on the Parking Commission that expired on June 30th, 2016 and
one re-applicant as well as one new application received.
The Bozeman Parking Commission is responsible for managing and regulating public parking in the City's
Parking Districts to best serve the needs of its customers: businesses, residents, employees, and visitors. The public parking garage in the city center is also under their authority.
The Parking Commission was created under Section 7-14-46, M.C.A., and Commission Resolution No. 1676,
adopted by the City Commission on May 8, 1974, as amended by Commission Resolution No. 1839, adopted by
the City Commission on November 24, 1976, and Commission Resolution No. 3803, adopted by the City Commission on June 6, 2005.
The Parking Commission is a seven-member administrative board and also advises the Commission regarding
parking and fines in the "B-3" zoned area of the city. Under statutory provisions, members of the board are
appointed by the Mayor, with the approval of the Commission, to staggered four-year terms. In the past, every effort has been made to appoint business people who have been assessed for SID No. 565, which provided the funding for the four off-street parking lots over which the Parking Commission has control.
The Parking Commission has one expiring term with one re-applying applicant and one new applicant.

City/County Planning Board back in early 1990's. I am a Downtown and Midtown business person. Have headed the Co-op for 27 years. Am a year-round bicycle commuter, so probably
have a slightly different take on some of the parking issues.

Please explain your relevant qualifications, interests and experiences. *: I've lived in the
Bozeman/Big Sky area since 1993. I've ran the IT department at Simms for the better part of 15 years. I've served on the Board of Trustees for Middle Creek Montessori including President for
5 years. While my children no longer attend MCM, I still serve on the board because I want to

serve and build an incredible school for the community. I live near MSU and enjoy walking
through the neighborhoods and our community. Parking is the elephant in the room for many
residents. I'd like to see owner occupied homes in our neighborhood amongst rentals.

an extended period indicated that the commission was not diverse between businesses and home
owners. He encouraged me to apply. As an owner occupied resident there can be struggles with
parking. My personal experience dealing with a neighbor who was before the city planning board to build multiple units on his property highlighted these issues. I've read the entire UDC and Community Plan as background.
