SUBJECT: (Re)Appointment to the Northeast Urban Renewal Board
MEETING DATE: August 1, 2016

RECOMMENDED MOTION: I move to (re)appoint one member to the voting–member –at-large position with an updated term expiring July 31, 2020 on the Northeast Urban Renewal Board.
BACKGROUND: The Northeast Urban Renewal Board currently has three vacant non-voting
positions and one termed out voting position. Two of the non-voting positions expire on July 31, 2019 and one expires on July 31, 2017. The one voting position has termed out on July 31, 2016 and one new applicant has applied and the current member has also reapplied for the position.
This board is established under Section 7-15-4232 of the Montana Code Annotated. It consists
of five members who serve staggered four-year terms after the initial appointment. The board shall consist of 5 voting members and not more than 4 non-voting members. The preferred composition of the voting members shall be:
2 business owners of businesses within the district;
2 residents from within the district;
1 member at-large. Voting members must reside within city limits or own property within the district. The board
shall be responsible to:
(1) develop plans which implement the vision of the district; (2) review on an ongoing basis the operation and processes of all public agencies to assure that such activities are supportive of the plan;
(3) advocate and coordinate the complete and full implementation of the plan.

NURB for ten years, with three years as chair. I was appointed by the assistant city manager at the board's inception because I was at the time the president of the Northeast Neighborhood
association (NENA), on which I served for there years. I've been a Bozeman, resident for thirty

years, twenty of them in the vicinity of the Northeast Urban Renewal district.

Other Info: Why was I not given at least thirty days' notice that my term was going to expire?
Why am I being asked to fill out an application, after being reappointed several time without
having to do so? Who are the candidates who want to join the board, and why hasn't the board
been notified of their interest in serving?

member of the Gallatin County Historic Preservation Board. I have lived in Bozeman most of my life, and have been a resident of the NE Mill District for 20 years, and have owned commercial
property in that neighborhood for 15 years. I have a background in design and project

management, and I am passionate about sustainability and preservation and adaptive reuse of
older buildings and neighborhoods. We now own 3 buildings which we have renovated in the
800 block of N. Wallace, which we have converted from industrial uses to 10 tenants that now
are rented to small creative professionals.

Other Info: I would prefer to take Thomas Noble's voting membership vs a non-voting position. I
resigned my position on the historic preservation board prior to the end of the term due to the
pressures of caring for 3 elderly parents. Both remaining parents are now in assisted living, so this is no longer an issue
