Asphalt Paver NOA and Purchase Agreement Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: John Van Delinder, Street Superintendent Craig Woolard, Public Works Director SUBJECT: Notice of Award and Purchase Agreement for One (1) New Current Model Year 2016 Asphalt Paver. MEETING DATE: July 25, 2016 AGENDA ITEM TYPE: Consent RECOMMENDATION: Award bid and authorize City Manager to sign Purchase Agreement for an Asphalt Paver including trading in our 2004 Asphalt Paver for a total of $138,735.00 to CAT Tractor and Equipment. BACKGROUND: The FY17 Street Operation Capital Improvement Program (CIP) plans for the replacement of our 2004 Asphalt Paver that we bought used in 2007. This new paver will allow us to pave local streets in a much more efficient manner than our current paver allows. We will be able to dump directly into the paver with dump trucks so we can continue without starting and stopping which we do now. We received 3 bids which were CAT Tractor and Equipment for $138,735.00, TriState Truck and Equipment for $136,957.00 and Modern Machinery for $179,988. We chose CAT T&E because their model has hydraulically adjustable push rollers which will allow us to use any of our dump trucks as well as trucks from the Water Department. Without this feature, there would be some trucks that would not be able to dump into the paver on the go. UNRESOLVED ISSUES: None. ALTERNATIVES: As suggested by the City Commission. FISCAL EFFECTS: This item is in the FY16 Street Operations CIP (STR61) for $110,000.00. The $28,735.00 overage is in part due to the emission upgrade to a Tier 4 engine as required by federal law. We will see savings on the purchase of our Crack Sealing Machine (STR65) of over $20,000.00 in this fiscal year to help cover the overage.
