HomeMy WebLinkAbout07-14-16 INC Minutes THE INTER-NEIGHBORHOOD COUNCIL (INC) MEETING OF BOZEMAN, MONTANA DRAFT MEETING MINUTES Thursday, July 14, 2016 Attending: Kathy Powell (UNA), Kirk Johnson (MarLin), Eli Anselmi (Loyal Gardens), Felix Spinelli (UNA alternate), Ginny Cowan (BCNA), Gail MacMillan (BPNA), Scott Eller (Cooper Park), Maddy Weisz (VUNA), Dave Chambers (NENA), Bob Wall (SENA). QUORUM Present Erika Heidecker (assisting while Jessica is out of town), Mayor Carson Taylor, Bill Klundt (BPD), Chris Kukulsi (City Manager), Brit Fontenot (City Economic Development Director), Cassie Davis and Doug Zenn (HDR Consulting), Jack Tyler (new NA on the west side, Laurel Glen) 4:30 Kathy convened the meeting Small conference room at the Library Public comment: None Tabled action item on review of NRO – not back from Legal yet. Reviewed June minutes. Eli moved to accept. Gail seconded. Motion passed unanimous- ly. Mayor’s Update Passed annual budget at the end of June. Will review again after data is available from the State on money. Landfill case has been settled. Some time (maybe as soon as tomorrow), final money will be dispersed. City Commission meeting this past Monday discussed short-term rental situation. At next Monday’s meeting, Commission will develop a plan to address the issue. Mayor Taylor would like to propose to the Commission that the INC organize an event inviting neigh- bors from all neighborhood associations to get together and discuss short-term rentals. The event could be structured so attendees could break into small groups and discuss some specific questions. This would provide valuable input from the neighborhoods to the Commission. 4:45 Brit Fontenot (City Economic Development Director) Recent projects: Fiber optic network – public infrastructure portion, spinoff of Bozeman Fiber organization to build the fiber network. Completed first splice yesterday. TIF districts – a lot of work in the Midtown TIF, including expansion of the district, new zoning designation. Kmart building coming down. Intersection beautification projects. Encouraging infill. Updating Economic Development Plan. Targeting end of September. Sector development, particularly in photonics. Trying to support other high tech busi- nesses as well. Outdoor industry is growing too. Goals of fiber network – enhanced bandwidth, reliability, redundancy, reduced access cost. 8 banks helped to fund Bozeman Fiber. (Part of this probably satisfies CRA re- quirements.) 5:00 Cassie Davis & Doug Zenn (HDR Consulting) – Strategic Plan Community Vision. Where do we envision the community in twenty years? Built list of conversation areas – have distilled down to a list of six areas. 1. Well Planned City. – Land Use and planning, infrastructure, etc. 2. Engaged Community – transparent government, communications 3. Sustainable Environment 4. Innovative Economy 5. Safe, Healthy People – socioeconomic diversity, affordability, public safety 6. Education, Creativity, Culture Engaging the community – host events. Event at High School last month covered all six areas. Going to other community events (ArtWalk, Farmer’s Markets, MSU). Four questions – What do you appreciate about Bozeman? What can be improved? What is your vision for the future? What is an action you might take to get there? Survey will be open until end of the month – https://www.surveymonkey.com/r/BozemanStrategicPlan Draft vision will be released in August, and residents will have a chance to give feed- back. There will be a presence at Sweet Pea and at the Library during Sweet Pea week- end. Will also be at Music on Main and other events. Might be opportunities to create meetings to facilitate small group discussion with different groups. Then refine feedback as input to development of City Strategic Plan. Identify places where residents are interested but the City might not be covering. New survey re- leased to solicit feedback. Should go through early September. Produce final strategic plan end of September. Discussion about how to move forward handling growth. Suggestion to ask neighbors to take the survey. 5:30 Officer Bill Klundt (Bozeman Police Dept.) National Night Out – Aug. 2, 5:00-8:00 at Lindley Park. Flyers available. Communities around the country will do similar events that night. First responders, emergency services will have equipment there for the public to investi- gate. Demonstrations of K9 units, extrication, Taser demo. BPD will be at Bike Rodeo at Library. Pushing bike registrations. Can do online at BPD web site. A lot of bike thefts lately – people cutting bike locks (mostly cable locks). Kids have been breaking into cars, collecting weapons. There have been a few thefts from houses. BPD has been working on counterfeit bill problem – Secret Service now working on it. Booth at Music on Main next week. 5:40 Action Items Review of roles & responsibilities of INC members. Kathy suggested inserting “designated” before “alternate” in item 1 of responsibilities. Bob move to accept the document as amended. Eli seconded. Motion passed unanimous- ly. Review of goals: Change last goal to specify having one social event annually in addition to the required annual business meeting. Clarify “increase the number of households represented by Neighborhood Associations by 25%” to indicate that we are increasing the number of neighborhood associations, ra- ther than increasing the coverage of individual associations. Suggested to append “by enrolling new neighborhood associations.” Eli moved to approve FY’17 goals as corrected. Gail seconded. Motion passed unani- mously. Last item – suggestion that each representative (and maybe each designated alternate) would sign a declaration that we understand the roles and responsibilities. Jessica sug- gested that this would happen in the August meeting. 5:55 FYI UNA – sewer line install in progress on Lincoln. 1200 block having a block party tomor- row night (second annual). Street blocked off 5-9. A number of people in UNA concerned about short term rental, or involved in short term rental. Loyal Gardens – construction started on apartments. Contractors might have been a little surprised at the shallow depth of the water table out there – the holes turned into ponds quickly. Residents did park cleanup recently. BPNA – trying to find a date for social event or annual meeting in August. MarWin – discussion about Heeb’s development. Current plan – no entrance off Main, only off Highland. Neighbors concerned about traffic through Cypress. Suggestion that NENA just dealt with similar issues regarding the intersection at the pro- posed new brewery – made progress by getting Mayor and Commissioners out to look at the situation. VUNA – construction started tearing up streets in neighborhood with no advance notice. Also question about sharing minutes of INC meetings with members of NA. With offic- ers? With all neighbors? UNA might paraphrase and send to all neighbors. From Jessica – Laurel Glen association going through the recognition process. Presentation from Craig Wollard about Transportation Planning at July 25 Commission meeting. Vacation rentals and mobile vending discussion will be continued on City Commission agenda on July 18th. Neighborhoods program has a booth at Music on Main on July 21. At the August INC meeting we will be adopting the NRO and will have a presentation from MSU on a topic TBD.
