Changes to the Agenda: C. Public Comment Please state your name and address in an audible tone of voice for the record. This is the time for individuals to comment on matters falling within the purview of the Committee. There will also be an opportunity in conjunction with each action item for comments pertaining to that item. Please limit your comments to three minutes. D. Approval of Minutes: June 9, 2016 Meeting Minutes – Motion and Vote E. Announcements: G. Committee Report, Discussion, and Action Items: a) RPAB Roles and Responsibilities Update: Matt Parsons b) Story Mill Park Update: Stephanie Gray c) Division & Gallatin Valley Land Trust Report: Kelly Pohl d) Subdivision Review Report: Carolyn Poissant 1) Cottonwood Corner (See attached) Recommended Motion: I hereby move to recommend City Commission approve Proposal 16251 - Cottonwood Corner including a .59-acre private open space park with public access with improvements-in-lieu as shown on the plan as presented by the petitioner due to existing site constraints and development history of the site, as well as the context of existing parkland in the area, subject to: -- Gravel trails must be 5 foot minimum with for ADA compliance. -- Detention areas cannot be included in park calculation and must be put in a separate easement for storm water maintenance by the HOA/property owner. -- Provision of a trail totem to indicate public trail connections -- Maintenance provided by property owner in perpetuity As presented on July 14, 2016. 2) Creekstone Apartments (See attached) Recommended Motion: I hereby move to recommend City Commission approve Proposal 16254 - Creekstone Condos including a cash-in-lieu contribution reflecting the actual value of a 0.78-acre parkland dedication ($126,825.60 as calculated by Parks staff) as presented on July 14, 2016. 3) Bridger Vale PUD (See attached) Recommended Motion: I hereby move to recommend City Commission approve Proposal 16251 - Bridger Vale Concept PUD including a parkland dedication of 0.69 acres with a future dedication of 1.38 acres adjacent to the East Gallatin Recreation Area as presented on July 14, 2016. e) Trails, Open Space and Parks Committee Report: Stephanie Gray f) Recreation Fall/Winter Program Offering Review: Jamie Saitta g) Parks & Cemetery Superintendent Report: Thom White h) Parks & Recreation Director Report: Mitch Overton -- 2017 Budget Update i) City Commissioner Perspective: Carson Taylor j) FYI/Discussion -- Next meeting September 8th k) Adjournment: 9:00p.m. This board generally meets the second Thursday of the month from 7:00p.m. to 9:00p.m. Committee meetings are open to all members of the public.
