Cory Lawrence (24 W. Mendenhall) wanted to make the BPC aware that the minutes for the
2016 year were not available on the City website.
XIV. Petition to create a neighborhood permit parking program. Joe Newman.

Joe Newman (N. Black and Lamme) discussed starting a Residential district for this area.
12 property owners have signed the petition to have the district set up just the way the college

district is set, due to the inability to park in front, or near their homes because of the overflow
of vehicles from the main street business district.
Tim (Block M HOA) wanted the BPC to know that they are having the similar issues, but
cars have been moving every 48 hours. At this time the HOA is not too concerned about it.
XV. Parking Manager Report

Tom informed the BPC that the parking garage was supposed to take only one week to
complete the work on it but due to the sealant not sealing the way it was supposed to, it took
two weeks to reopen the basement and first floor. During that delay, he was able to do
additional cleaning and repainted the stall lines. Only two floors still need to be painted.
Ryan from Protection Tech came and did extensive maintenance on our garage
equipment. They got the payment machine working! The garage can now take cash again.
XVI. Special Presentation: Rick Williams Consulting Draft Downtown Strategic Parking

Rick Williams went over the downtown strategic parking management plan draft. The plan is
scheduled to be done over 36 months. The top thing that is needed is better data collection.

Parking Manager’s Report
June Garage Revenues
Validation Use.
Validation and hotel use remains the same. The Element has let me know that their summer is
rapidly booking the hotel to capacity; this may or may not increase their validation usage. It is the first
summer with the hotel online, ergo the use of their garage validations will remain fluid.
Exhibit 2
The Department hit 95% of our expected revenue with half staff for most of the year. I believe we will
show marked improvement in FY17.
Expenditures for FY16 have been higher than previous years. The garage has requited more repairs than
expected and much needed maintenance has taken place.

RESOLUTION 2016-01
A RESOLUTION OF THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA, THAT ACCEPTS AND SUPPORTS THE PARKING REPORT AND PLAN AS PRESENTED BY RICK WILLIAMS CONSULTING.
WHEREAS, pursuant to city Resolution 3803, the Bozeman Parking Commission has jurisdiction over three parking districts: the downtown B-3 Zoning District, the Montana State University Residential Parking District, and the Bozeman High School Residential Parking
District; and
WHEREAS, Sect. 7-14-4622(7), MCA, authorizes the Bozeman Parking Commission, having been vested the authority by the Bozeman City Commission, to “regulate on street parking when it remains in use, in coordination with off street parking, subject to traffic
regulations imposed by the state;” and
WHEREAS, Sect. 7-14-4628, MCA, authorizes the Bozeman Parking Commission to issue regulations for on street parking related to the determination of parking locations, variable parking durations, variable parking rate schedules, and enforcement policies and procedures; and
NOW, THEREFORE, BE IT RESOLVED that the Bozeman Parking Commission
accepts the Parking Report and Plan as presented by Rick Williams Consulting. 1. The Parking Commission accepts and supports the recommendations of the Parking
Plan as presented.
2. The Parking Commission will follow the suggestions in the plan to better provide
parking for the City of Bozeman. PASSED and adopted by the Parking Commission of the City of Bozeman, Montana, on
first reading at a session held on the 14th day of July, 2016.
