THE INTER-NEIGHBORHOOD COUNCIL (INC) MEETING OF BOZEMAN, MONTANA
DRAFT MEETING MINUTES
Thursday, June 16, 2016
Attending: Jennifer Rockne (SCAN, moderator), Kirk Johnson (MarLin), Eli Anselmi (Loyal
Gardens), Samantha Pack (BPN, Bozeman Ponds), Gail MacMillan (BPNA), Poppy
Gard (BCNA), Maddy Weiss (VUNA), Charlotte Knighton (NENA, Bozeman Beau-

Reviewed May minutes. Eli moved to accept. Samantha seconded. Motion passed unani-
mously.
Crystal Alegria (Extreme History project)
NPO located in Bozeman. Do a series at Museum of the Rockies. Plays like “Who Killed
John Bozeman”. They have been doing a series of historic walking tours. 6 days a week,
started two weeks ago. This summer, tours of N. Tracy district (“Working Class Hero”
tour), N. Bozeman, N. Black (“Family Matters” – African American community), Main
St. (“Seeking Fortunes”- Chinese community), historic Main St. tour, cemetery tour, Bon
Ton district (Willson St.).
Part of the Preservation Action Committee – recently formed to preserve historic charac-
ter of Bozeman.
9 tour guides this year – several are history students at MSU.

Beautification Board organizes cleanup day, Beautification Awards
Jessica is liaison, Iho Pomeroy is Commission liaison.
Board goes back to 1988 or so – group of citizens wanted to update N. 7th and re-
establish trees. Subsequently, concerns expanded to adding trees on E. Main, the Wel-
come to Bozeman signs, Soroptomist Park creation.
Difficulties meeting federal, state, and city regulations.
Board has been in charge of Cleanup Day since 1993 or 1994. (Cleanup Day goes back
farther).
Introduced Beautification Awards in 1997 to recognize people who are doing a good job
of maintaining historic features and creating new features in the city. Try to highlight
neighborhoods throughout the City, instead of just concentrating on downtown and busi-
nesses.
The Board has helped with the Adopt-a-Park program for the last two years. Collabora-
tion with City Parks and Rec. There have been three official designations so far. Mayor
Taylor suggested that neighborhood associations could spread the word and maybe invite
Beautification Board reps to NA meetings. Might be nice to have someone from INC in-
volved with Adopt-a-Park as well.
There have been some delays getting signage from the City for groups that adopt parks.
Discussed the possibility of individuals creating their own signage.
NAs can get involved with Beautification Awards – solicit nominations, etc. Now is the
best time to take pictures for nominations.
Meetings are 4th Wednesday of the month.
5:05 Officer Bill Klundt (Bozeman Police Dept.)
Signage is in place for office in the Library.
Department is manning a booth at several events: Farmer’s Market at Bogert, Music on
Main.
Have “impaired goggles” that simulate being impaired, to show people the dangers of
driving that way.
Holding the National Night Out at Lindley Park, Tues., Aug. 2, 5:00 – 8:00 PM. Bo-
zeman PD, MSU PD, maybe Belgrade. Other groups like Search and Rescue. Proceeds
go to Senior Center again this year.
Fireworks enforcement – Department will work with media to get the word out. Can only
light fireworks on July 3, 4, 5. Stands usually open earlier (they are on County land).
Hands Free Bozeman campaign will run end of Aug. and through Sept. to help remind
people (esp. new students) about not using cell phone.
5:20 Mayor Carson Taylor’s update
Thanks to all volunteers that are participating on this and other advisory boards.
City has embarked on a visioning process. Might be a good thing for individual NAs (or
blocks of NAs) to get together and talk about their neighborhoods and their vision for
them. What is good, what could improve?
Try to coordinate this before the next visioning / strategic plan session.
Goal to have feedback to Commission in August. Probably holding more sessions in July.
Try to encourage neighbors to attend.
Budget meeting next Monday, June 20. Likely to be the largest budget yet, but shouldn’t
hit the legislated cap.
5:35 Recognized new neighborhoods
Bozeman Ponds used template provided by the City for their bylaws. Meeting held Mar.
31 to approve bylaws.
Huffine to Babcock, Pond Row to just past Ferguson.
BPN has followed all the steps to be recognized. Samantha Pack will be the INC repre-
sentative. Jessica recommends approval.
Bob moved to approve Bozeman Ponds as the next recognized neighborhood association.
Kathy seconded. Motion passed unanimously.
Valley Unit Neighborhood Association (VUNA) located around Valley Unit Park.
Babcock to Durston, Ferguson to Valley Drive.
Meeting held May 24 to approve bylaws and elect steering committee. Maddy Weiss is
the chair of the steering committee. They also used the template bylaws.
VUNA has followed all the steps to be recognized. Jessica recommends approval.
Eli moved to approve VUNA as the next recognized neighborhood association. Gail se-
conded. Motion passed unanimously.
Election of officers
Kathy Powell offered to serve as vice chair.
Jennifer is willing to serve as chair again.
Bob is willing to serve as secretary/treasurer again.
Kirk moved that we elect that slate of candidates by acclamation. Gail seconded. Motion
passed unanimously.
Review of changes to Neighborhood Recognition Ordinance
Document contains only changes to the existing ordinance.
Review of the amendments will be on the City Commission agenda on 7/18 for first read-
ing, 8/1 for second reading.
Make sure that section 2.05.1230 A.2 is removed. The changes to 2.05.1220 5, which
amended the process of notifying non-compliant neighborhoods, was also skipped.
Tabled vote to next meeting. This means that the first reading won’t be on 7/18. Will try
to get submission in time for Aug. 1 meeting.

6:05 FYI
Discussion of short-term rentals (AirBnB, VRBO).
Currently, this is allowed in R1, R2, and RS with conditional use permits (CUPs). Al-
lowed in R3, R4, without CUP. City Commission approved one recently on Cleveland
Ave. and S. 3rd. There was concern on the Commission and acknowledgement that this
needs to be addressed. The CUP sunsets in one year.
Almost no short-term rentals in Bozeman that are in R1/R2 zones have CUPs. A CUP
costs $1,500, requested from Community Development Dept., to cover extended stay
lodging. (Not to exceed 30 days)
Concern about short-term rentals affecting affordability of housing, availability of long-
term rental housing.
Commissioner Krauss requested an emergency rule (interim zoning ordinance). If passed,
this would take immediate effect. Requires public notice. On passage, CUP would not be
allowed in those areas. The interim ordinance has 6-month lifetime, but can then be ex-
tended by a year (by supermajority vote). Only two extensions can be passed. Subject to
protest.
Jessica will be responsible for community outreach to solicit input on drafting the ordi-
nance. Kathy suggested that INC should weigh in on the issue and send a letter to the
Commission encouraging them to pursue the issue and possibly to suggest an interim
zoning ordinance.
Former members of Planning Dept. suggested that the interim ordinance would be the
best approach.
Commission will consider at July 11 meeting.
Kathy has volunteered to draft a letter to the Commission indicating that this is an issue
of importance to many neighborhoods, and to encourage the City to slow things down in
order to evaluate the situation and solicit community input. The INC officers will review,
and then Jessica will distribute the letter to all INC members. The goal is to have the let-
ter reviewed, approved, and submitted at least one week before the July 11 meeting date.
