SUBJECT: Contract Agreement for Installation of Storm Drainage Improvements at
Plum Avenue and Avocado Street

RECOMMENDATION: Authorize the City Manager to sign a contract with Omdahl Excavation for installation of storm drainage improvements at Plum
Avenue and Avocado Street.
BACKGROUND: The vacant lot at the southeast corner of Plum and Avocado Street is
currently a low point in the area where storm water runoff from Plum Avenue and Avocado Street collects and infiltrates into the ground. With the proposed development of the True Dragon Brewery on this lot, storm
water runoff will not have a clear path for treatment and discharge. The
proposed improvements include: installing storm drain inlets and piping to
collect storm water runoff and to and infiltrate the storm water in an underground infiltration basin which will be located under Plum Avenue, north of the intersection. The objective of this project is to provide a way
to capture, treat, and infiltrate stormwater from city owned streets post
development of the True Dragon Brewery Improvements.
Two bids were obtained for this project in order to meet the city’s purchasing policy of at least 2 written quotes for services totaling between $5,000 and $79,999. Omdahl Excavation provided
the low bid with a total price of $47,900. Duneman Construction submitted the second bid with
a total price of $70,477.
UNRESOLVED ISSUES: None
ALTERNATIVES: Disapprove
FISCAL EFFECTS: The costs of this project will be paid for with approved funding
from the FY16 Storm Water Fund.
