SUBJECT: 2016 Materials Testing Project - Professional Services Agreement.

RECOMMENDATION: Authorize City Manager to sign the Professional Services Agreement
with Dowl for the 2016 Materials Testing Project.
BACKGROUND: Attached is a copy of the partially executed Professional Services
Agreement with Dowl for the 2016 Materials Testing Project. The document is in the City’s
standard format.
In 2014 the City began retaining a consultant to provide construction materials testing on all of
our construction projects. The contract was a term contract with the testing being performed on an on call basis. After a two year term, we felt it was time to re-advertise the project to open it back up to all interested consultants.
These services were procured through the City’s consultant selection process. A Request for
Proposals was published in the Bozeman Daily Chronicle on February 7th and April 21st, with the
proposals being due on March 4th. Proposals were received from 6 firms on the project which were distributed to a selection committee of 5 city employees. Dowl was chosen as the most
qualified based on the written proposals.
UNRESOLVED ISSUES: None
ALTERNATIVES: As suggested by the City Commission
FISCAL EFFECTS: As detailed in Exhibit A to the Professional Services Agreement, the services will be billed on a unit price/hourly basis depending on the testing being performed with
a not to exceed limit of $40,000. The costs will be broken down and reimbursed from each
individual project and as such spread over the Water, Sewer, and Street enterprise funds.
